Project completed

The Horizontal Learning Program (HLP) pilot has validated its impact hypothesis. Mobilizing the capacities of UPs (the "Union Parishads" as lowest level of the local government system) and local communities by facilitating access to and replicating know-how and best practices, in particular with regard to water and sanitation services, but also adaptation to climate change, will strengthen local accountability and leverage local as well as central government resources that will result in better quality water and sanitation services and the protection from water contaminated by arsenic. This in turn will reduce water-related risks and have a positive impact on health and well-being of the population. The development goal of the scaling up of the HLP is to contribute to reform the relations of accountability between consumers and providers, citizens and local governments, local and central governments, projects and partners to ensure improved water and sanitation services for all.
