BIOCULTURA 2015 - 2019

Projekt abgeschlossen

En los últimos cinco años el programa Biocultura ha elaborado un enfoque compatible con el medio ambiente para el desarrollo con las comunidades rurales, conocido en Bolivia como el "Vivir Bien". Tambien ha contribuido a la definición de un marco legal sobre el tema del cambio climático.  En la segunda fase de su implementación 15.000 familias en 400 comunidades han recibido apoyo para asimilar el cambio climático, y además se ha realizado capacitaciones nacionales para una gestión eficiente y transparente del presupuesto climatico nacional.

Hintergrund

En Bolivia las regiones andinas rurales son las más afectadas por la pobreza y los efectos adversos del cambio climatico. Se estima en esta región un incremento de 2ºC para el 2030. Según el Grupo Intergubernamental de Expertos sobre el Cambio Climaticco (IPCC) esta situación aumentará los problemas ya existentes, por ejemplo: reducción de las zonas semiaridas de los Andes y el aumento de la humedad en la Región Amazónica. En la actualidad el cambio climático ya tiene sus concecuencias concretas, en la capacidad de los suelos, el equilibrio hidrológico de la biodiversidad y enfermendades de las plantas, que  influyen en el bienestar y seguridad alimentaria de la población. Es por esta razón que el gran desafio para las comunidaes  rurales es la asimilación de estos cambios climaticos que llegan más rápido como nunca antes visto. Es por esta razón que a nivel normativo se ha creado una ley marco "Madre Tierra y Desarrollo Integral" que define la política climática nacional y el marco institucional para su implementación.      

Ziele

Fortalecimiento de las capacidades nacionales para una implementación y financiamiento sostenible de los conceptos climáticos para el mejoramineto y desarrollo integral (Vivir Bien) de las comunidades vulnerables de la región.

Indicadores importantes a nivel local:  Mejora de los ingresos de aproximadamente 15.000 familias en un 25%, reducción de la desnutrición de los niños en un 30%, y mejorado ecológico y sostenible de  40.000 hectareas. 

Indicadores importantes a nivel nacional: Acceso del presupuesto climático nacional, al recurso estatal boliviano y los fondos verdes del clima.    

Zielgruppen

A nivel local: 15.000 familias en 400 comunidades rurales.  

A nivel departamental y nacional: Autoridad de la madre tierra- APMT, responsables de la gestión del presupuesto climatico, Ministerio de Relaciones exteriores y cinco gobiernos departamentales.

Mittelfristige Wirkungen

Outcome 1 – On local level plans for the strengthening of resilience against the adverse effects of the climate change are implemented in order to improve the living-conditions of the population and to reinforce the resilience of the communities.

Outcome 2 – The departments of the Andean Region have plans for the assimilation of climate changes and implement them with their own resources.

Outcome 3 – The institution „Autoridad de Madre Tierra“[1], which is responsible for the climate change funds disposes of the necessary capacities to exercise its role.

Outcome 4 – The Ministry of Environment disposes of the necessary capacities to exercise its role of supervision and monitoring of the implementation of the national climate funds.

Outcome 5 – Concrete experiences with the climate funds have been processed and Bolivia can table them into the international negotiations about climate changes and discussions about SDG.

[1] The new created Autoridad de Madre Tierra (APMT) is responsible for the conception and implementation of the climate policy and for the coordination of investigations and the Knowledge Managements in CC.

 

 

 

Resultate

Erwartete Resultate:  

(i) Climate-plans for 25 territories have been elaborated and implemented.  (ii) Experiences on local level have been processed and disseminated (iii) 5 climate plans of departments have been elaborated  (iv) Instruments and procedures for the management of the climate funds and it`s instruments („mecanismos“) have been elaborated and introduced (v) The staff of the institutions, which manage climate funds has been trained.

Expected results:

Results from previous phases:  

On local level: (i) Improvement of incomes of 11.500 families by  17% (ii) Improvement of food safety (calorie balance  +10%) (iii) Introduction of ecologically adapted forms of management of 10.000 hectares and improvement of the management of 8 national parks (iv) Improvement of the administration of natural resources in 35 municipalities.

On international, national and department level: (i) Provision of inputs for the international negotiations of the Climate Convention and the SDGs. (ii) Assistance in the elaboration of the legal framework „Mother Earth and integral development“ and the corresponding regulations (iii) In 3 departments the elaboration of the climate policy has been supported and institutions for the protection of biodiversity have been created.
