Cambodia is the most youthful country in South East Asia with more than 50% of the population below 25 years. The key challenge of Cambodia is to create decent and productive employment opportunities for new entrants to the labour market. With its contribution, SDC addresses the challenge by enabling young people to have access to skills and quality education and employment whilst promoting rightful and decent working conditions.
Fondation Kantha Bopha – Dr med. Beat Richner

Switzerland has supported the Kanta Bopha Hospitals since 1995. Today they have become of systemic importance in the Cambodian health system, and provide comprehensive pediatric services to 8 out of 10 severely sick children in Cambodia. In this last phase, Switzerland will support the Hospitals setting up a system to sustainably access health care reimbursements through social health insurance. In parallel the core financial contribution is phased out.
Nurture - Nurturing climate resilience in Cambodia

Switzerland and the Swiss NGOs HEKS and Caritas, in cooperation with the Ministries of Agriculture and of Water, support smallholder farmers and their communities with Swiss expertise on sustainable water resource management, increased social accountability for climate change adaptation and disaster risk management and diversified incomes using agro-ecological production. Some 70,500 men and women in four provinces highly vulnerable to climate change and disasters will benefit.
PROMISE - Poverty Reduction Through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Laos PDR, Myanmar and Thailand

Labour migration is a key poverty reduction and economic development strategy for jobless people in the Mekong region. The last phase of this regional programme will focus on the sustainability and upscaling of support to migrant workers from Cambodia, Laos and Myanmar to access skills development and decent employment in Thailand and when returning home. Switzerland addresses their needs with a regional approach together with the International Organisation for Migration, governments and the private sector by strengthening regional and national policies and systems.
Partnership for Forestry and Fisheries (PaFF): Support to Forestry and Fisheries Communities in Cambodia

The final phase of the Partnership for Forestry and Fisheries is implemented by four NonGovernmental Organisations led by the Center for Forests and People - RECOFTC. It will support rural communities in managing their natural resources in four provinces. With SDC`s contribution and inclusive development, the communities’ economic, social and cultural rights will be enhanced through funding opportunities that improve their livelihoods and increase resilience to natural shocks.
Improved Service Delivery (ISD)

Switzerland and Germany jointly support a project on “Improved Service Delivery for Citizens” in three provinces of Cambodia, implemented by GIZ. The project aims to improve access to equitable and inclusive public services for all citizens, including vulnerable people, in the target provinces, while contributing to Cambodia’s socio-economic development. Besides funding, Switzerland makes use of its longstanding experience in decentralised governance and service delivery.
Stimulating Participation and Civic Engagement

The project empowers Cambodian youth to engage in public life, while shifting negative norms and attitudes around youth participation. BBC Media Action creates inclusive on- and offline spaces for civic engagement, encourages a dialogue of youth and decision-makers and strengthens the provision of media for youth. Switzerland’s expertise in civic engagement will be coupled with BBC Media Action’s know-how in media production and complemented with outreach work by three local organisations.
Support to Parliamentary Centre of Asia

The Parliamentary Centre of Asia (PCAsia) builds the capacities of Parliaments in ASEAN countries in particular Cambodia and Laos plus Myanmar if the situation allows (CLM) to promote democratic accountability in the region. Complemented by the technical assistance of the Swiss Parliamentary Services (SPS), the Swiss contribution to PCAsia will support the capacity building of professional, non-partisan, ethical and accountable parliamentary services.
Mekong River Commission (MRC) – Contribution to the basket fund for the implementation of the Strategic Plan 2021-2025

The Mekong River Commission is the only treaty-based intergovernmental organisation for the Mekong River Basin with a clear mandate for integrated water resources management, procedures and tools to support equitable use of water and address transboundary issues. Switzerland with its experience in water diplomacy and management contributes to the implementation of the new Basin Development Strategy (2021-2030) and Strategic Plan (2021-2025) through the multi-donor Basket Fund.
CHAIN - Cambodian Horticulture Advancing Income and Nutrition

The last phase of the mandated Cambodian Horticulture Advancing Income and Nutrition Project will focus on sustainability and scalability of horticulture business models for farmers and businesses, supports quality extension services under the leadership of National and Provincial Agriculture Offices. Strengthened local market systems and improved water access for year-round safe vegetable production will increased income for 7,200 farmers and young migrants in four north-eastern provinces.
IWGP - Inclusive Water Governance Project in Mekong Region

Through this project, Switzerland will support civil society organisations, women and vulnerable communities to better influence water resource governance and decision-making processes at all levels in the Greater Mekong Sub-region. The Swiss knowhow in transboundary water governance and citizen participation shall leverage more inclusive, transparent and accountable infrastructure development that better responds to the needs of vulnerable riverine communities and improve their livelihood.
COVID-19 - Prevention and Recovery in the Mekong Region

Vulnerable groups in Laos and Cambodia suffered disproportionally from the Covid-19 socio-economic crisis affecting their income, as well as access to public services and employment. Swiss support will combine institutional strengthening of local actors and provision of public services, skills development, access to credit and support to returning migrants. The long-term experience of Switzerland and trusted relationships with governments add value to the intervention
