RNEC: provide legal identity for vulnerable people located in areas of FARC Demobilization

Project completed

SDC will support the National Institution for the Registry of Civil Status (Registraduría Nacional del Estado Civil RNEC in Spanish) in the process of registration of vulnerable population located in areas where the demobilization of FARC will be carried out. Access to legal registration is a measure of protection of communities at risk or affected by armed conflict, and will also allow access to other basic and social services, such as health and education.

Background As a consequence of the armed conflict, forced displacement and restrictions to mobility, many people haven´t had access to legal registration as citizens. This situation has affected especially to rural communities of isolated areas of the country, and has also restricted their access to education, healthcare and other social services. 
Objectives
Promote the legal registration of vulnerable population located in areas of FARC demobilization and advance on the restitution of their rights and the access to social services
Target groups Approximately 5.500 people in the Departments of Antioquia, Cauca, Chocó, Cesar, Córdoba, Guaviare, Meta, Nariño, Norte de Santander, Putumayo.
Medium-term outcomes 1. 5.500 vulnerable people bordering demobilization areas have to services of identification and civil registration.
2. The National Institution for the Registry of Civil Status (RNEC) has strengthened their registration capacities in the post-conflict scenario.
Results

Expected results:   10 campaigns of civil registration and identification have been developed in the Departments of Antioquia, Cauca, Chocó, Cesar, Córdoba, Guaviare, Meta, Nariño, Norte de Santander, Putumayo; (1 campaign per Department).


Results from previous phases:   The baseline will be established on the first phase of the project.
