The State Secretariat for Economic Affairs (SECO) also supports the improvement of Romania’s basic infrastructure in the framework of Switzerland’s contribution to the enlarged European Union. This means that the funds are used primarily to repair and extend basic infrastructure.

The objective in Romania is above all to increase energy efficiency and promote renewable energy sources. The bilateral framework agreement between Switzerland and Romania contains at providing the know-how and equipment that will enable four medium-sized cities to obtain the equivalent of the Swiss “Energy City” label.

Switzerland and Romania are being very careful in the selection of the four towns. The criteria have been thoroughly discussed and clearly defined.

Romania’s medium-sized cities (45,000 to 350,000 inhabitants) have the opportunity of competing to join the SECO “Energy City” programme. To ensure that all interested cities receive uniform and transparent information on the criteria for the competition, the Romanian authorities responsible in each case met with a Swiss delegation at the launching conference for the “Energy City” programme on 1 July 2011 in Bucharest. The mayors and energy directors of 32 Romanian towns were introduced to the Swiss Energy City model at this well attended conference.

The conference was opened by the Romanian Minister of Public Finance Gheorghe Ialomitianu and two State Secretaries. Guest speaker was Robert Horbaty, Managing Director of the Association Energy City Label. Following the conference the Ministry of Administration and Internal Affairs launched the competition for the selection of the four cities best suited for project financing in the framework of Switzerland’s contribution to the enlarged European Union.
