Strengthening State Strategies for Climate Actions (3SCA)

India recently approved State level Actions Plans to address Climate Change (SAPCCs). However, institutional capacities for implementing these plans are weak. Through this project, the Global Programme Climate Change (GPCC) will support the operationalisation of SAPCCs in three states in India (Uttarakhand, Sikkim and Madhya Pradesh) by strengthening capacities in planning and implementing relevant climate actions across select sectors including water, disaster management, forest and energy.

Contexte

With 2.3% of the world’s land surface, 18% of the world’s population and low human development indices, India will be additionally challenged by climate change. To address this, the Government of India has encouraged all the states to develop their own action plans on climate change (SAPCC). These plans are intended to identify and prioritise the relevant climate strategies across key sectors. GPCC India intends to engage with three states and support them not just in implementation but also in institutionalising approaches and methodologies.

Objectifs

Climate change actions are integrated in sub-national planning, benefitting local communities in India.

Groupes cibles

Direct beneficiaries of the project will be the officials and the technical personnel of the state departments whose capacities to address climate change will be strengthened. The indirect beneficiaries will be vulnerable communities who will benefit from the implemented climate actions.

  • Capacities of state authorities to plan and implement SAPCCs are enhanced in the three states.
  • SAPCCs are operationalised and communities benefit from climate actions in the three states.
  • Approach and experiences of the project gain national and international visibility.
Résultats

Principaux résultats attendus:  

  • Capacity of nodal agencies and sectoral departments to address climate change in planning increased
  • Strategies to address climate vulnerability of the selected sectors implemented in the states of Madhya Pradesh, Uttarakhand and Sikkim
  • Process and approaches adopted by the project are documented and shared across states
  • Project experiences are disseminated within the International community.


Principaux résultats antérieurs:  

In the opening phase, working relations with the three state governments have been established, appreciation of existing institutional capacities were made and general awareness of departmental priorities were achieved.
