The limited access to public services in urban areas represents one of the most important constraints to economic growth in Indonesia. Today, only 29% of urban households in Indonesia have access to piped water, while only 11% of the urban population in Indonesia has access to safe drinking water sources. Main reasons for this unreliable access to safe water are low investments in water infrastructure, a lack of long-term planning, as well as limited technical, institutional and human capacities at public water utilities.

The overall objective of SECOs bilateral SWISSTAP (Safe Water Indonesia Switzerland Technical Assistance Program) is to improve the operational and financial performance of water utilities in Indonesia. A combination of direct utility support, the development of higher education training programs as well as policy advice will ensure improved and safer service provision to the urban population and businesses.

5 long-term Water Safety Plans are successfully planed, financed and implemented in selected utilities. 400 thousand costumers have improved access to safe drinking water.

4 to 6 water-related training modules are offered in Indonesian training institutes, # (target to be defined) current and future utility employees are trained by education professionals with competency-based water education curricula.

Through increased capacities at national level, concrete policy recommendations are successfully initiated, and reform steps facilitated by the project. The knowledge and commitment in water utilities for Water Safety Plans has improved.

Principaux résultats attendus:  

5 committed water utilities are selected against a set of criteria and Cooperation Agreements signed

5 Water Safety Plans and respective action plans are developed, approved by utilities and local governments, and implementation supported

5 Water-related training modules / curricula are selected for development based on water sector competence gap analysis

5 Non-formal safe water-related training modules are developed and trainers at selected training centers qualified to train utility staff

Laboratories of selected training centers are equipped to provide practical trainings

Technical Assistance Fund for the water sector is set up in collaboration with relevant national stakeholders

Proposals on policy briefs, revisions of technical guidelines, capacity development interventions and communication activities are developed

Proposals on activities supported by the TA fund are approved and implemented
