The Access to Health Fund (previously 3MDG), is strongly committed to deliver health services in conflict-affected areas to populations beyond the reach of government. By supporting State and Ethnic Health Organizations, the fund contributes to trust, fosters coordination, and mitigates causes of conflict. The Swiss contribution represents a continuation of support to Myanmar's health actors towards achieving universal health coverage.

Hintergrund The government of Myanmar has made many efforts to improve the health status of its population since the election 2016. The Ministry of Health and Sports (MoHS) initiated a reform process and formulated the National Health Plan (2017-2021). Although the government expenditure for health has been gradually increasing since 2011, it still remains very low compared with other ASEAN countries. The health system is facing many challenges: The out of pocket expenditure is high at 70% of total health spending; the health status of population doesn’t compare favourably with other countries in the region; and Myanmar’s population is confronted with a huge burden of disease.
Ziele Improve the health of poor, underserved, marginalized and vulnerable people in conflict-affected areas by reducing maternal and child mortality; and reducing the prevalence of HIV, malaria and TB, and promote dialogue and coordination between Ethnic Health Organizations and Ministry of Health and Sports.

  • Township Health Departments and Basic Health Staff
  • Ethnic Health organizations 

The focus is on communities in conflict and hard-to reach areas.

In conflict-affected and remote areas

  • Contribute to progress towards universal health coverage, with increased population access to and use of services (essential maternal and child health, Sexual Reproductive Health and Rights, Nutrition, Harm Reduction, HIV prevention, TB and Malaria);
  • Increased collaboration of government and Ethnic Health Organizations (EHOs) around health; and
  • Strengthened health systems.
Resultate

Erwartete Resultate:  

  • Support delivery of an Essential Package for Health Services in conflict-affected and hard-to-reach areas
  • Build MoHS and EHOs capacity
  • Improve the delivery environment for MOHS, EHOs and implementing partners
  • Improve service readiness, availability, delivery, and system efficiency
  • Mainstream conflict sensitivity
  • Improved accountability of service providers to communities
  • Support national ownership of health, including questions around sustainability and transition, through coordination with the MoHS and collaboration with broader health providers


Resultate von früheren Phasen:  

The 3MDG fund has a significant and nationwide impact, is improving maternal and new-borns child health, and combating HIV and AIDS, tuberculosis and malaria. Since the start of the 3MDG fund (2013), the following results were attained:

  • 7.2 million people covered by maternal, new-born and child health services, including in remote and conflict-affected areas
  • 221,675 births attended by skilled health personnel
  • 232,831 women attended at least four times during pregnancy by skilled health personnel
  • 261,187 mothers and newborns who received postnatal care visit within three days of childbirth
  • 319,502 children under one immunized with DPT3/Penta3, 312,103 children under one immunized with Measles
  • 67,771 pregnant women used emergency referrals
  • 53,141 children used emergency referrals
  • 14,105 people who inject drugs given HIV testing and voluntary counselling
  • 52,977,041 needles and syringes distributed
  • 42,977 people who inject drugs reached by prevention programmes
  • 55,185 notified TB cases
  • 2,287,852 Malaria tests taken and read
  • 140,239 confirmed cases of Malaria treated

Koordination mit anderen Projekten und Akteuren Regular coordination meetings take place with government and implementing partners at Union and State level. ACCESS is regularly exchanging with Global Fund and is active member of the health sector coordination group. Strong links exist with SDC's Primary Health Care Project in Kayin State. Health Financing expertise from Providing for Health (P4H) network of WHO, which is funded by SDC Global Programme Health. LIFT is an important stakeholder in nutrition program in Chin and Rakhine.
