Wajibika Tanzania Programme
Against the backdrop of an opening civic space in Tanzania, the Wajibika Programme intends to enhance the effectiveness of civil society actors and media organizations in engaging on issues of concern to the poor and most vulnerable, especially women and youth. The project seeks to develop innovative approaches that trigger the Government’s accountability and responsiveness to address structural challenges and ultimately improve public service delivery.

- Effective civic space and political inclusion: CSOs are effective, credible and sustainable, developing stronger connections to the public, deploying evidence to demonstrate their value to government, and challenging disproportionate regulation. Coalitions (CSOs, NGOs, media, FBOs) are strengthened to promote inclusive politics and engage citizens – particularly women – in the democratic process
- Media freedom and access to information: media ably challenges disproportionate regulation, including of online space, and grows capacity for public interest journalism
- Government service delivery: Government key actors tackle longstanding service delivery challenges using new and inclusive solutions
- Civil society and media actors supported to improve civic space and to promote inclusive politics
- Restrictive legislation/regulation changed through CSOs and media advocacy
- Strengthened institutional/advocacy capacity of key civil society and media actors for effective engagement with government
- Women rights organisations strengthened to advocate for gender equality and civic space
- Quality short-term technical supports provided to the government
- CSO partners contributed to more than 20 law’s amendments governing diverse sectors
- The number of citizens participating in local government decision making processes in partner areas of work increased by more than 65%
- A focus on locally-defined objectives is critical to effectively address citzens’ needs
- National CSOs are disconnected from the citizens resulting in their lack of legitimacy and credibility
- Addressing governance issues through issue-focused and evidence-based advocacy is found to be more effective

Hintergrund | President Samia Suluhu Hassan’s administration is more open to engaging civil society and media to shape key policy priorities and democratic processes. However, restrictions instituted under the previous government regulating civil society organizations (CSOs) and the media space still remain in place, and the sector continues to face internal governance and coordination challenges. Besides, citizens continue to exhbit limited ability to hold their government to account, also because of the limited freedom for CSOs and media to advocate for their citizens’ needs. |

Koordination mit anderen Projekten und Akteuren | The project has strong linkages to the Embassy’s current media programme. Potential synergies exist with the Health Basket Fund (HBF), the Tanzania Social Action Fund (TASAF), the Good Financial Governance (GFG) programme, the Safeguarding Young People (SYP) programme, the Innovations for Social Change (ISC) all of which have key entry points for accountability support and institutional strengthening. The project will also strengthen linkages with the Anti-Corruption Support programme. Coordination with other development partners supporting civic space and media (USAID, EU, Ireland, Canada, Norway and Sweden). |
