Ukraine: Emergency Dairy Inputs

The dairy sector in Ukraine has been badly hit by recent Russian military action. Hygiene during milking is critical to ensure food safety and to avoid potential diseases, and farmers’ ability to afford these has been disrupted. To re-establish dairy farms financial viability, milking hygiene aid will be provided through a time-limited liquidity injection into the system, benefiting farmers in the recently de-occupied Oblasts of Kyiv, Sumy and Chernihiv.

Background With 42 million consumers, the dairy sector in Ukraine makes an important contribution to national food security and nutrition. This sector has been hit badly by recent Russian military action disrupting communication, logistics and supply chains of milk and relevant resources. Suppliers of Milk safety and milk hygiene products are still functioning on the basis of prepayment while farmers liquidity for purchasing has been affected. 
Objectives The primary goal is to ensure food safety in dairy sector of Ukraine and improve food security and access to healthy nutrition for the Ukrainian population through dairy products. 
Target groups

Ukrainian population consuming dairy products in 3 regions and beyond

322 milking farms in 3 de-occupied regions (Kyiv, Chernihiv, Sumy) with 97’500 cows

Medium-term outcomes

3 regions of Ukraine that suffered from military actions are supported in retaining their production potential in dairy sector of 322 milking farms with 97’500 cows (23% of total in Ukraine).

Farmers’ access to necessary input materials, including materials needed to maintain milk hygiene is improved and farms’ liquidity is increased to bring the sector back on track after 3 months of temporarily Swiss support.

Results

Expected results:   Milk hygiene and milk safety material purchased and distributed to farmers.


Results from previous phases:   Since 2015, Switzerland has been supporting the Ukrainian dairy industry in establishing a risk-based food safety control system in the dairy value chain. In 2015 with the start of the Swiss funded technical support project, only 6,6% of milk delivered for processing was Extra-grade milk (equivalent to EU requirements); by February 2022, every third litre of processed milk (32,1%) met EU-requirements. This increase is the result of continuous improvement of production practices and good hygiene introduced at Ukrainian milking farms.
