“Health” is one of the four priority domains in the Swiss Cooperation Strategy for Ukraine 2015–2018. Through its engagement, Switzerland aims at contributing to strengthening the primary health care (PHC) level, with a focus on health promotion and prevention of non-communicable diseases (NCDs), both of which are currently a high priority of the Ukrainian government. The objective is to prevent and reduce cardiovascular and respiratory diseases, cancer and diabetes, as well as their corresponding risk factors, through prevention and promotion of healthy lifestyles. Special attention is also given to improving the skills and capacities of health care workers, including family doctors and nurses, in tackling NCDs and address disease prevention and health promotion at the community level.
The health system in Ukraine has not yet been reformed to respond to the increasing burden of NCDs which are the leading cause of morbidity and are responsible for 90% of annual deaths in the country. The Government has recognized the urgent need to modernize its healthcare system in order to provide better and more affordable healthcare services to the citizens. So far, the healthcare reform focused on changes in financing and organizational structure, but neglected a key resource - the healthcare workforce. It results in inappropriately skilled and poorly motivated staff, or even staff in opposition to the reforms. Transformation of the healthcare system requires addressing issues related to the human resources for health (HRH) development.
The overall goal of the project “Supporting the medical education reform in Ukraine” is to improve the health status and wellbeing of the Ukrainian population by enhancing the overall health services provision at the primary healthcare level, through supporting the medical education reform. It would allow: A. family doctors and nurses to acquire the necessary clinical, technical and communication skills to efficiently perform their tasks; B. to strengthen the professional competences and improve the performance of healthcare managers. The specific project outcomes are the following:
Outcome 1: Strengthening professional capacities of primary healthcare staff (family doctors and nurses), through improving the national medical education system for PHC workforce, according to the reform priorities set by the MoH.
Outcome 2: Improving healthcare management capacities at the national and regional levels, contributing to better healthcare system performance and efficiency.
The overall duration foreseen for the entire project is ten years. The project will be divided in three phases: 1) Phase I from 01.01.2018 to 31.10.2022 (including a 10 months Inception Phase) with a maximum budget of CHF 5’250’000; 2) Phase II and III (exit phase) from 01.11.2022 to 31.10.2027. The subject of this tender concerns only Phase I.
