Green Transport Development Project, Ho Chi Minh City
Co-financed together with the World Bank, the Green Transport Development Project aims to improve the performance and efficiency of public transport in Ho Chi Minh City, Vietnam, by developing a Bus Rapid Transit System (BRT), as well as to promote the integration of public transport with urban development.

Ho Chi Minh City is currently faced with severe traffic congestion. In the absence of a competitive public transport system and based on growing incomes, motorcycles and cars have flooded the streets, with the risk of having congestion levels escalate to the point of reducing the overall functionality of the city?s economy substantially. The city is thus pushed to set up a well functioning public transport system in combination with integrated urban development, offering a sustainable perspective for their citizens.
The objective of the Green Transport Development Project is to improve the performance and efficiency of public transport through the development of a Bus Rapid Transit System (BRT) in a high-priority corridor, to foster the integration of public transport within the corridor's wider urban development, thus increasing the attractiveness of the corridor for public transport users, residents and private sector investors, to support enhanced connectivity with other modes of transport and to lay the basis for overall transport planning in Ho Chi Minh City, Vietnam.
Framework for integrated and transit-oriented urban development around the BRT corridor is in place and being implemented.
Higher integration of the BRT system with other transport modes and better last mile connectivity is achieved.
The basis for establishing a public transport authority are set through improved management capacities for the public transport system as a whole.
Urban design and district zoning plans are aligned. Legal basis for implementation is reviewed and responsible institutions have the necessary capacity and operational guidance to do so.
Mechanisms for land value-capture and public-private partnerships for development along the corridor are developed. Specific options and opportunities are identified and presented in a business plan.
The attractiveness of the BRT corridor has been improved through upgrading of an existing public space along the corridor.
The traditional bus network is reviewed and further improved for better coordination with the BRT system- necessary feeder bus routes are identified and designed.
Last-mile solution through a non-motorized mode is available and improves connectivity to/from one BRT station for BRT passengers.
Preparatory elements for the future multimodal system are put in place due to adequate capacities of modal authorities. The project is implemented successfully due to comprehensive management capacity at the PMU.
