Comparative Study on the Effectiveness of Reconstruction-Oriented Direct Actions

Direct Actions (DAs) are an important instrument employed by the SDC/HA in disaster response, protracted crises and reconstruction. This comparative study attempts to test some of the hypotheses behind Direct Actions with the intention of being able to make a clear statement on what they provide for the money and effort invested in them, and compare this to what can be expected of a commensurable project awarded to a third-party organisation (mandate-holder).
