Dam Safety Monitoring and Rockfall protection, Phase III
The overall objective of the Contribution is to assist the competent Albanian Institutions and the Albanian Power Corporation KESH in raising the safety of the dams at Drin and Mat River Cascades to European standards.

The hydropower plants along the Drin and Mat river cascades account for over 90% of total hydro-electricity production in Albania which in turn accounts for 95% of total production and covers approx. 65% of domestic consumption. While the hydropower production is secured, investments in the safety of the seven corresponding dams and their appurtenant structures have been almost totally neglected since their construction. The objective of the dam safety programme is to raise the safety of the dams to European standards.
The Project aims at assisting KESH in operating the dam safety monitoring system reliably and according to best intemational practices and putting in place the protection measures of dams and their appurtenant structures against rock fall at the Drin and Mat River Cascades.
Institutional set-up for dam safety in Albania is strengthened.
KESH operates the dam safety monitoring (system) and the water alarm system reliably and according to defined standards.
Dam safety monitoring system is operational.
Assistance to KESH for the improvement and upgrading of Dam Safety and Monitoring Systems in Drin River and removal of the Leakage of the Komani Dam.
Rock fall protection in place as per specifications.
AlbCOLD has established and operates the legally foreseen structure and disposes of the necessary budget and manpower to exercise its state control function on dam safety.
KESH has established and operates a sufficiently independent Dam Safety Department.
