CISP: Integral Protection and Humanitarian Assistance to border population, displaced persons, returnees and migrants with multi-affectation in Venezuela, Colombia and Ecuador

SDC supports the Comitato Internazionale per lo Sviluppo dei Popoli (CISP) in its efforts to improve living conditions for migrants, returnees, refugees and host communities in need, living mainly along the Colombo-Venezuelan and Colombo-Ecuador borders through increasing the supply of humanitarian assistance, aligned with the Humanitarian Response Plan for Venezuela and priorities of the Governments of Colombia and Ecuador in the domains of protection, health, mental health, nutrition, water and sanitation and access to education.

Hintergrund

According to UNHCR and IOM by September 2019, the migration of Venezuelans out of their country had already reached 4.3 million people. This process, in addition to the emotional burden of family dislocation, loss of talents, increased social discontent, among other internal consequences, also has regional consequences, due to the exacerbation of social tensions in host countries, growing risks for migrants, new needs for assistance and protection, among others.

Due to the implementation of new migration requirements established by the Government of Ecuador and which entered into force on 26 August this year, a humanitarian visa is needed to enter Ecuador, what will increase of informal border crossing and rise the number of people in need of international protection.

Improving integrated protection and living conditions through scaling up humanitarian assistance for displaced persons, returnees, migrants, persons in need of international protection and, host communities in Venezuela, Colombia and Ecuador

 

Zielgruppen

20’000 people who are in a state of vulnerability (14’000 with ECHO funds, 6’000 with SDC funds) will directly and 14’800 people indirectly benefit from the project in urban, peri-urban and rural areas.

In Venezuela total direct 10’734 (5’893 F, 4’841 M) in the States Táchira, Apure, Mérida, Barinas and Trujillo.

In Colombia total direct 6’535 (3’588 F, 2’947 M) in the Departments of Norte de Santander, Arauca, Vichada, Putumayo.

In Ecuador total direct 2’731 (1’499 F, 1’232 M) in the Departments of Carchi, Sucumbíos, Pichincha and El Oro.

Of the 20’000 people, 2’000 are children ˂ 5 (1’040 girls y 960 boys), 6’000 adolescents (3’300 girls y 2’700 boys) between 5 and 17 years old, 8’000 adults between 18 and 49 (4’640 F, 3’360 M) and 4’000 will be elderly (2’000 F, 2’000 M) with special needs.

 

Mittelfristige Wirkungen

All five sectors are applied in all three countries (Venezuela, Colombia and Ecuador):

-Protection: 3’780 woman and man receive information about legal assistance and official conducts to get a lawful status; 1’000 woman and man received cash for integrated protection needs; 1’430 woman and man receive psychosocial support; 150 woman are referred to upgraded protection services related to sexual and gender based violence.

-Education: 3’150 kids are served with uniforms, school utilities and bicycles; 2’300 pupils in 30 schools received items for sports and cultural activities and their school building is improved; 150 Venezuelan Teacher received humanitarian assistance through multipurpose vouchers; Teachers of 30 schools are trained in the topic of save school space.

-Health: 4’450 woman and man received medical assistance; 10 medical unites are rehabilitated and dotted with equipment and medicines; 200 woman are oriented in family planning and attended in gynecologic services.

-Water and Sanitation: 500 water filter, 1’500 hygiene and 1’000 hydration kits handed over to migrants, people on the move; 22 community systems of water supply and/or evacuation system constructed or improved; integrated toilets constructed for 170 families.

-Food security and nutrition: 150 families improving their diet through income generation projects; 18 school and/or community cantinas with food supplied; 300 babies and their lactating mothers receive high calories nutrition.

SDC’s contribution was deployed to Táchira and Apure State in Venezuela and to Arauca, Norte de Santander and Vichada Department in Colombia

CISP is coordinating with the UN System especially through participating in the Clusters relevant to the 5 sectors of Intervention in all three countries. Coordination and search for synergies and complementarities is also realized with organizations from the Civil society and International NGOs as well as with national and local authorities.

Among the partners, UNHCR, UNICEF, OCHA, NRC, Save the Children. Caritas, Red Cross, Federación Luterana Mundial FLM, FUPAD and HIAS as the most important among others and ECHO as Main-donor.
