Background Despite positive changes in the labor market in Serbia and a decline of the unemployment rate to 13% in 2018 (2014 at20%}, youth unemplyment remains high at 30%, and as such among the highest in EU. The share of unemployed youth who are not in education, employment or training (NEET) rate is at 17% in 2018 (EU 28 average is 10% ). The position of young women in the labour market is worse than for young men. Youth unemployment is especially high in southem parts of Serbia.
