Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF)


The World Bank has established the Multi-Donor Trust Fund Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF) to respond to the crisis in Ukraine. The goal of the URTF is to provide a coordinated financing and support mechanism. SECO's contribution in the form of financial aid is a general contribution to the URTF.

Background

Targeted attacks on Ukraine’s energy infrastructure have severely destabilized the power grid, with more than 50% of the energy infrastructure damaged by December 2022. These attacks have affected the entire country. SECO's contribution to the URTF is a continuation of its support for Ukraine through the multilateral channel of the World Bank. Prior, SECO had already contributed to the Multi-Donor Trust Fund PEACE, which primarily served to cover the salaries of employees in the public sector.

Objectives

The goal of the URTF is to provide a coordinated financing and support mechanism to help the Government of Ukraine: i) Maintain governance, administrative, and service delivery capacities. ii) Support Ukraine’s reconstruction based on reforms.

The URTF enables the pooling of contributions from various partner countries, ensuring an efficient and coordinated approach to Ukraine’s recovery and reconstruction process. It was announced at the Ukraine Recovery Conference (URC) in Lugano, where Switzerland was already recognized as a co-founder of the fund. In its initial phase, the URTF will focus on funding projects in emergency aid, energy infrastructure, transportation, and healthcare. The URTF works directly with the Ministry of Finance, which coordinates the implementation of specific activities with the relevant ministries. To ensure transparent and swift procurement, UNOPS will initially oversee procurement processes.

Medium-term outcomes

With this contribution to the URTF, Switzerland can make a concrete contribution to the reconstruction of Ukraine, particularly in the energy infrastructure sector. SECO’s contribution serves as seed capital for the URTF, enabling the establishment of this multilateral instrument for reconstruction and facilitating the pooling of resources for Ukraine’s recovery in the medium term.
