Background

Integration into international trade holds large potentials for more growth in Ukraine, in particular in agriculture. Trade with new markets in Europe and Asia is increasing through the implementation of free trade agreements. Yet, the sector is facing a number of structural challenges which need to be tackled to underpin growth like upgrading the regulatory environment, enhancing value addition and qualifications of the labor force.

Objectives

To increase value addition in export and domestic trade from the organic and dairy sector in Ukraine.

Medium-term outcomes

Product quality and safety in the organic and dairy sector has been strengthened.

Trade capacities in the domestic and export market with consumer products from the organic and dairy products are strengthened.

Results

Expected results:  

The Government of Ukraine supports capacities to improve trust and awareness on domestic organic and dairy products.

Organic and dairy legislations are implemented ensuring traceability, safety and quality.

Contaminated milk prevalence is reduced.

Awareness on importance of safe raw milk is raised.

A national organic multi-stakeholder platform is established and managed through an organic sector organization.

Ukraine is represented at international organic events and fairs.

A rapid response facility on value addition for organic and dairy value chain stakeholders has been established.

Service providers are able to respond to requests from producers with regards to quality and business issues.

The Public Union has established a second showroom for the Carpathian Trademark and is a self-sustained organization.


Results from previous phases:  

The program builds up on previous interventions in the field of organic market development and dairy safety. The project "organic market development in Ukraine (2008-2018)" has been harnessing favorable business trends with a strong demand oriented approach towards export and domestic market development by upgrading the policy and business environment, enhancing the competitiveness of small and medium sized producers and processors of arable crops and dairy value chains, and developing the Carpathian Trademark, a brand for marketing of regional food specialities. The project "risk based food monitoring system for the dairy sector in Ukraine (2015 - 2019)" has been focusing on raw milk safety and hygiene. The assistance contributed to aligning the legal framework to international food safety regulations, to introduce a risk based food safety monitoring system and to build up capacities in the food safety and consumer protection agency as well as in the private industry.
