Background

On 25 April 2015, a 7.8 magnitude earthquake struck Nepal, followed by another earthquake on May 12th. More than 8,500 people were killed, over 600,000 houses destroyed or damaged, leaving ca. 3 mio people homeless. The earthquakes affected almost a third of Nepal’s population. The Office for the Coordination of Humanitarian Affairs (OCHA) launched an appeal for USD 423 mio for humanitarian relief for the affected people and their protection. The Government of Nepal leads the response through the National Emergency Operation Centre. Crucial at this point of transition from relief to recovery will be to link recovery interventions with existing efforts of peace and state building and ensure a conflict sensitive aid delivery that recognizes the needs of the most affected and disadvantaged groups and avoids re-enforcing structures of social and economic inequality.

Objectives

In the districts with a strong Swiss presence, the recovery and reconstruction efforts are conducted with a special focus on disadvantaged groups to ensure gender and social inclusion in the delivery.

Target groups

The affected population in the districts with strong Swiss presence with a special outreach focus to the most vulnerable groups

Social mobilisers of LGCDP and other monitoring teams of the civil society

Local government agencies and their staff

Medium-term outcomes

Needs for early recovery and reconstruction are assessed from a gender and social sensitive perspective to ensure that the design, implementation and monitoring of the support through the projects effectively reaches the vulnerable persons among the victims

Affected persons, mainly in the districts with strong Swiss presence, have equitable access to recovery and reconstruction support to maintain and improve their livelihoods

Government and relevant stakeholders have strengthened their capacities in disaster risk reduction and to deliver equitable services to the affected people

Results

Expected results:

Support to infrastructure reconstruction, especially of damaged government and public buildings, transport and communication infrastructure such as roads, and bridges and irrigation facilities;

Economic support such as the provision of vocational training for reconstruction, provision of seeds for the coming planting season, use of forest based materials for the reconstruction and stabilization of slopes where the earthquakes have increased the risk of landslides;

Empowering and mobilizing the affected communities to ensure their access to reconstruction programmes;

Strengthening local district government’s disaster preparedness and their accountability while efficiently delivering services for recovery and reconstruction to the affected people in the districts;

Strengthening the monitoring capacities of local networks and specially trained monitoring teams to ensure equitable provision of goods and services of the recovery and reconstruction initiatives taken by the GoN and other actors.
