Multidonor Fund of the Inter-American Development Bank (IDB): Improvement of Citizen Security in Latin America and the Caribbean

Project completed

The support provided by SDC (single- phase project) focusses on improving the effectiveness of public policies on citizen security in the Latin American and Caribbean countries, as a response to high levels of violence in the region. SDC will contribute to the IDB Multidonor Fund of the Citizen Security Initiative (CSI), aiming to strengthen the capacity of states to implement public policies on citizen security and promote exchange of lessons learnt through regional dialogue and bi- and multilateral cooperation in earmarked projects.

Background

Latin America and the Caribbean is the most violent region in the world, 36% of homicides occur in the region). Root causes of violence are multifactorial and correlated with high levels of inequality, pockets of poverty and state fragility. The situation is compounded by institutional weakness and lack of citizen confidence in institutions which should provide security, rule of law, police, justice and penitential services. It is therefore essential that security policies in the region should be based on reliable information data on crime, exchange of knowledge, continued dialog and cooperation among countries and international organisations. 

Objectives

Enhanced effectiveness of citizen security policies in the region by contributing to the Citizen Security Initiative through its Multidonor Fund.

Target groups

The main direct beneficiaries include regional member countries and their personnel (government and non-government), as well as partner organizations on regional and national level. Indirectly the populations of the countries of the regions will benefit for improved crime prevention policies.

Medium-term outcomes

Outcome I:  Enhanced evidence based knowledge supports the governments in the design, management and evaluation of citizen security policies (SDC priority countries).

Outcome II:  Increased sharing of knowledge, regional dialogues and more cooperation among countries and with regional/ international actors (regional level).

Results

Expected results:  

Evidence-based interventions and analytical studies to assess the effectiveness of crime prevention interventions are carried out in at least three countries (SDC priority countries).

At least three countries have a dialogue with another country/ organization on citizen security policies and have increased knowledge of citizen security thanks to exchange of best practices and lessons-learnt.
