South Sudan UNDP Reconciliation, Stabilization and Resilience Trust Fund (RSRTF)


The proposed support will contribute to sustainable peace, promote good governance and the rule of law, and create inclusive, just and self-sufficient communities. This will be ensured by jointly pursuing interventions along three thematic areas of Reconciliation, Stabilisation and Resilience through a combination of peacebuilding, protection and livelihood interventions. The fund will specifically focus on fragile and highly volatile areas in South Sudan.

Contexto Despite the signing of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) in late 2018, violence continues in many forms, including clashes between authorities and non-signatory groups, violence perpetuated by politically affiliated armed youth groups, cycles of violence and revenge killings linked to inter-community disputes, cattle raids and highly violent criminality. Persistent floods, coupled with a dire economic situation with limited livelihood and economic opportunities as well as the lack of better social services has further increased the vulnerabilities. According to OCHA's Humanitarian Response Plan 2021 it is estimated that 8.3 million people will need assistance in 2021, an increase from 7.5 million in 2020.
Objetivos

The South Sudan Reconciliation, Stabilization, and Resilience Trust Fund (RSRTF) works to lessen the destructive drivers of conflict and develop more peaceful and, ultimately, self-reliant communities. This will focus on three thematic areas of reconciliation, stabilisation and resilience.

The ongoing response to these needs is mainly humanitarian assistance. However, this alone is not sufficient, there is need for a more sustainable approach to the situation that addresses the root causes of conflict and vulnerabilities. There is a need for a holistic approach that addresses both humanitarian, development and peace building for more stable, sustainable and peaceful communities.

  • The community, including men, women, boys and girls, youth, children are the primary beneficiaries. This includes IDPs, possible returnees and host communities.

Outcome 1: Individuals, particularly children and women are facing less violence at the community and local level

Outcome 2: Communities have effective mechanisms in place that meaningfully include women and youth to resolve conflicts peacefully

Outcome 3: Justice sector actors are more effectively delivering justice, even in areas with previously limited or no judicial infrastructure

Outcome 4: Communities, including women, youth and disadvantaged groups are empowered and increasingly able to meaningfully participate in local and broader political, peace and security processes

Outcome 5: Community resilience is strengthened through increased economic opportunities and sustainable livelihoods

Outcome 6: Reconciled communities have increased access to equitable and reliable basic services and reduced humanitarian aid dependency

Resultados

Resultados previstos:   Key outputs of the phase will aim to enhance peace, promote good governance and the rule of law, restore and create livelihoods opportunities, rehabilitate and construct social services and key community structures, build community assets, enhance equality and promote freedom of expression and media.


Resultados de las fases anteriores:   The trust fund was launched in 2018 and is still in its first phase. A midterm review evaluation of the trust fund has been commissioned and will be finalized by end of year. This report will provide a solid basis for lessons learnt and insights.
