Access to Health Services: Three Millennium Development Goals Fund

After 50 years of military dictatorship and 60 years of civil conflict, Myanmar has started a political, social and economic reform in 2011. Still, the health Millennium Development Goals (MDGs) are unlikely to be met without a significant increase in health services for the most vulnerable. SDC will thus contribute to the multi-donor 3 MDG Fund, to address the essential health needs of poor and vulnerable women, children and people with HIV, Tuberculosis and Malaria in Myanmar.

Contexto

The government has increased the health budget from 1% of its total budget in 2011 to 3% in 2013. Still about 80% of health expenditures are out-of-pocket and access to quality health services is low. The situation is exacerbated in remote and border conflict-affected areas (lack of infrastructure, equipment, trained staff, language issues, transport and cost barriers). With progress towards peace, international partners are newly permitted to work in border conflict-affected areas that used to be ‘off limits’, giving them now access to underserved communities.

Objetivos

Improved maternal, newborn and child health and a reduction in communicable disease burden in areas supported by the 3MDG Fund

Grupos destinarios

The 3MDG Fund is expected to avert 25,150 deaths in children under five and 3,153 maternal deaths and to significantly reduce the disease burden in mothers and children in at least 40 townships. Vulnerable populations for HIV, TB and Malaria. The wider community members are expected to benefit from better access to health services as well, and a better functioning health system

Efectos a medio plazo

Increased access and availability of (i) essential maternal and child health services for the poorest and most vulnerable in townships supported by the 3MDG Fund and (ii) HIV, TB, and malaria interventions for populations and areas not readily covered by the Global Fund.
