Accountability for the Implementation of the 2030 Agenda 2023-2026


The implementation of the 2030 Agenda is guided by a follow-up and review process that supports accountability for the Agenda at national, regional and global levels. With this contribution to a set of partners notably from civil society, Switzerland enables key stakeholders to take part in the review processes for more inclusive monitoring of progress in the implementation of the 2030 Agenda to leave no one behind.

Contexto

The 2030 Agenda with its 17 SDGs is the overarching agreement for sustainable development among UN Member States and its legitimate guiding framework, globally and nationally. The High-level Political Forum (HLPF) is the global platform for follow-up and review of implementation at the global level and provides necessary political guidance. The HLPF includes yearly Voluntary National Reviews.

At midpoint of the 2030 Agenda the achievement of the SDGs is at great risk if no meaningful acceleration is achieved. This requires appropriate review and accountability mechanisms, stronger capacities to design and implement inclusive policies in line with the 2030 Agenda and an explicit focus on those furthest left behind.

Objetivos To contribute to a credible and inclusive global accountability mechanism for the 2030 Agenda with an evidence-based and multi-stakeholder process for follow-up and review to accelerate progress in SDG implementation to leave no one behind.
Grupos destinarios 2030 Agenda stakeholders: national and sub-national governments and civil society organizations, mainly from Least Developed Countries (LDC) and Small Island Developing States (SIDS), but also academia, private sector, UN member states and SDC staff (Outcome 3).
Efectos a medio plazo

Main Outcomes Goal 1 (UNITAR):Strengthen capacities of key stakeholders to support the implementation of the SDGs in an integrated manner through more impactful capacity development and easy access to relevant e-learning.

Main Outcomes Goal 2 (A4SD): Strong national and regional CSO coalitions and engagement strategies between CSOs and governments for monitoring of the SDGs are built and developed.

Main Outcomes Goal 3 (DI): More public programmes and policies benefit disproportionally the most marginalised and vulnerable people thanks to more public investments to LNOB and better access to quality data and evidence.

Resultados

Resultados previstos:  

Component 1:    More capacity and institutional change for more integrated planning for implementing the 2030 Agenda;

Component 2:    CSOs are enabled and capacitated to contribute to voluntary national review processes of the 2030 Agenda and to influence the global level multi-stakeholder discussions;

Component 3:    Tools, guidance and training on poverty and inequality data and global influencing to enhance the profile of data and importance to LNOB.


Resultados de las fases anteriores:  

UN Institute for Training and Research (UNITAR):

-    “Stakeholder Engagement and the 2030 Agenda: A Practical Guide” published jointly with UNDESA;

-    Module on leave no one behind (LNOB) on strengthening stakeholder engagement for the review and implementation of the 2030 Agenda developed and delivered.

-    5’952 learners from public and private sectors enrolled in 12 courses, 20 toolkits available online and 129’775 UN SDG: Learn users (as of Dec 2021).

Action for Sustainable Development (A4SD):

-    49 national coalitions supported in the use of Civil Society Scorecard Reports;

-    65 national partners supported to engage in a VNR/independent review of the SDGs;

-    Regular engagement (on- and offline) with an increased member base of 4’400 organisations;

-    Recommendations to HLPF Review to include more diverse perspectives and engagement from civil society at HLPF;

-    Mobilisation of 35 coalitions (ca. 1750 partner organisations) for the Global Week of Action/COP 27 and 100 million online actions.

Development Initiatives:

-    Data Landscaping synthesis report published on data systems that promote LNOB and referenced in Bern principles document;

-    Co-lead on the Data Values project for Global Partnership for Sustainable Development to promote and support data as a route to inclusion and equity;

-    National and sub-national assessments in Kenya, Nepal and Benin to map data ecosystems and identify groups left behind.
