Les bouleversements politiques de 2011 ont ouvert la voie à un processus de transition de longue haleine, à l’issue incertaine, en Afrique du Nord. L’engagement de la Suisse vise à contribuer à une région plus inclusive, prospère et pacifique. Dans le cadre de la stratégie de la Suisse pour la coopération internationale pour les années 2021-24, la Tunisie et l’Égypte sont les deux pays prioritaires pour la DDC.

L’Afrique du Nord se compose de pays aux profils très différents qui, de par leur poids géopolitique et leur proximité avec l’Europe, sont autant de partenaires importants pour la Suisse. Tous ces pays font face aux mêmes difficultés et situations de fragilité: chômage élevé, en particulier chez les jeunes et les femmes, corruption, discriminations basées sur le genre, disparités régionales et exclusion politique, économique et sociale. La sécurité précaire, la stagnation de l’économie et les forts flux migratoires complètent le tableau.

L’engagement de la Suisse
La Suisse concentre son action sur trois priorités thématiques: gouvernance et droits de l’homme, développement économique durable et inclusif ainsi que migration et protection. En Égypte et en Tunisie, la Suisse est active dans ces trois domaines. Elle fournit une aide humanitaire en Libye et en Algérie. En Libye, elle œuvre également pour la promotion de la paix.
Gouvernance et droits de l’homme
La Suisse renforce son engagement à contribuer à une gouvernance participative, efficace, transparente et réactive, à l'État de droit et à la promotion et au respect des droits de l'homme, y compris les droits des femmes et des migrants. En Tunisie, le nouveau programme vise la consolidation des processus de transition démocratique, notamment en termes de décentralisation. En Égypte, la Suisse aborde les principes de bonne gouvernance et soutient la société civile, les médias et le monde universitaire.
Réduction de la pauvreté par la prévention des conflits et des catastrophes
Développement économique durable et inclusif
La Suisse concentre son engagement sur les réformes économiques structurelles et l'amélioration des opportunités économiques pour les jeunes, les femmes et les hommes. Il s'agit notamment de promouvoir des conditions-cadres économiques fiables, des initiatives innovantes du secteur privé, l'accès aux marchés et aux actifs et la création d'opportunités de revenus décents pour les femmes et les hommes. La Suisse s'engage dans des interventions sectorielles visant à améliorer les infrastructures de base et la planification urbaine, le développement du secteur privé offrant des emplois rémunérateurs, une meilleure gestion des finances publiques et des institutions publiques plus transparentes (complémentarités entre la DDC et le SECO).
Migration et protection
L’Afrique du Nord est traditionnellement marquée par de nombreux flux migratoires: fuyant le marasme économique et les conflits, des individus se déplacent dans leur pays, dans la région, et vers l’Europe. Bon nombre de ces migrants sont victimes de violences et d’exploitation. La Suisse contribue à la création des conditions cadres nécessaires dans les domaines de la protection, du respect du droit international humanitaire, de l'inclusion sociale des migrants, de la participation de la diaspora au développement durable, de la migration de travail sûre et de la prévention de la migration irrégulière.
Au niveau régional, l'accent est mis sur la protection, l'éducation de base et l'intégration des enfants et des jeunes en déplacement sur deux routes de migrations intra-africaines, ainsi que sur le couloir de migration de travail entre l'Afrique du Nord, le Moyen-Orient et l'Asie du Sud. Au niveau politique, la Suisse vise à renforcer la coopération en matière de migration avec les États d'Afrique du Nord.

L’engagement de la Suisse en Afrique du Nord est déployé dans le cadre d’une approche interdépartementale par la Direction pour le développement et la coopération (DDC), la Direction politique du DFAE, la Division Paix et Droits de l’Homme (DPDH), le Secrétariat d’État à l’économie (SECO) et le Secrétariat d’État aux migrations (SEM).

Egypt has critical needs in better managing water resources and reducing water losses as well as consumption, especially in Upper Egypt (climate change impact, lack of infrastructure, high poverty level). Switzerland provides innovative solutions for improved potable water management and service provision to the vulnerable population. The mixed approach based on strengthening capacities of the water company, improving the infrastructure for potable water provision and on engaging the communities will serve as model for nationwide replication.

In Egypt, Community Based Organisations (CBOs) are key actors in responding to migrants and forcibly displaced persons’ basic needs especially amid COVID 19 pandemic. Vocational Skills Development in Egypt

Over 1 million young people enter the Egyptian labor market every year. A well governed Technical Vocation Education and Training (TVET) system is needed to ensure that skills match the demand, young people are integrated in the labor market and earn a decent income. Switzerland will co-finance BMZ’s Technical Support for the Comprehensive Technical Education Initiative (TCTI), and contribute to the qualitative development and expansion of dual Vocational Education and Training (VET) by integrating the private sector requests and using a sectoral approach.
Support the juvenile justice system in Egypt

A more independent, impartial, and efficient judiciary is a prerequisite for the current protection of citizens. The juvenile justice system is one avenue where there is both a demonstrated need for engagement and government acceptance. Capitalising on OECD framework agreement with Egypt on rule of law, the proposed intervention will lead to enhanced sector specific governance practices and contribute in increasing trust with government stakeholders.

Switzerland promotes socio-economic inclusion of vulnerable youth to enable sustainable development in Egypt. Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.
