Strengthen Gaza IDPs’ participation in local decision-making

The project aims at enhancing the active participation of Internally Displaced People (IDPs) in decision making at local level in order to hold their representatives accountable so that their rights and needs are ensured. It will assist municipalities in gaining better info on IDPs and advocate for better targeting of most vulnerable communities; thus increasing communities’ resilience to future internal and external shocks. The project will be implemented by the Norwegian Refugee Council who is currently the coordinator of the shelter cluster. The project is not only responding to the emergency and early recovery efforts in the Gaza Strip, but supports the most vulnerable groups to take part in the reconstruction process.

Contesto

As of June 2015, about 17’500 Gaza families (100’000 individuals) with totally destroyed and severely damage houses are still displaced as a consequence to the armed conflict of summer 2014. 93% of them live outside official shelters. The context is characterized and shaped by a complex political situation, including ongoing blockade, internal political division, multiple duty bearers (UNRWA, PA, IL), absence of strong government, protracted poverty and lack of resources. This had effects on service delivery, lack of a unified strategy regarding IDPs and fragmented information such as multiple databases. 

Obiettivi

Enhance the active participation of IDP and vulnerable communities in decision making in order to hold their representatives accountable so that their rights (including Housing, Land and Property rights) and needs are ensured in order to build communities that are sustainable, mobilized and resilient to future shocks.

Gruppi target

3,620 local and national institutions staff as well as municipal forums and community representatives will directly benefit and approximately 84,000 individuals will indirectly benefit from the project.

Effetti a medio termine
  • IDPs and host communities are informed and engaged in decision-making and coordination
  • Municipalities have a better knowledge about the IDP population and an enhanced role in service facilitation
  • Displaced people are empowered and their HLP rights are protected

Risultati principali attesi:  

  • Community committees are established and/or strengthened, capacitated and engaged in decision-making.
  • Communication Centers at Municipality level are established and functioning with feedback mechanisms known to IDP community
  • Municipal Forums established and functioning with IDP and community representation
  • Municipal registration completed and profiles produced and updated
  • Emergency preparedness plan finalized and stakeholders informed
  • Legal counselling services provided to Palestinians affected by recent conflict in the Gaza Strip
