Capacity building programme in support of the Palestinian National Authority – Sanitary and Phyto-Sanitary (SPS) measures


Strengthened capacity for developing and implementing a sustainable Strategic SPS-related Ani-mal Health Strategy, Gaza Strip 2015, ©FAO

The single phase project seeks to develop national sanitary and phyto-sanitary measures responsive to World Trade Organization (WTO) requirements, contributing to enhance domestic and international trust and demand for Palestinian agriculture and agro-industrial products. The intervention will increase potential for Palestinian agro-economic growth and ultimately contribute to increase income of farmers. Last but not least, the project will contribute to develop and create pre-conditions for the implementation of a national food safety strategy, enhancing food sovereignty in Palestine.

Contesto
  • Palestinians are getting poorer for the third year in a row. Poverty reached 25% in 2014 (GS 39%; WB 16%); 80% of GS’s population is currently aid dependent.
  • Unemployment in West Bank and Gaza Strip (WBGS) continues to be persistently high due to weak private sector, reaching 25% in the first half of 2015 (West Bank 16%, Gaza 42%).
  • The agriculture sector remains a main pillar of the Palestinian economy - with high potential of growth - and important employer in oPt, it provides employment to 11.5% of the Palestinian workforce.
  • Lack of food safety strategy/measures and implementation mechanisms.
  • Local population has low perception and confidence in local produce.
  • Low competitiveness of Palestinian products due to increased costs related to the constrains imposed by Israel
Obiettivi

Enhanced agro-economic growth and public health in the West Bank and Gaza Strip (WBGS).

Gruppi target
  • Direct beneficiaries are Ministries of Agriculture (MoA), Health (MoH), National Economy (MNE), and Palestinian Standards Institute (PSI)
  • Indirect beneficiaries, small farmers who will benefit from increased demand and reduced production costs, and consumers at large who will benefit from safer food to eat and economic growth
Effetti a medio termine

Public sector institutions design and implement better policies and regulatory frameworks, and provide public services related to plant protection, food safety and quality, as well as animal health
