Norwegian Refugee Council (NRC) – Emergency Response Plan Sudan Armed Conflict
Millions of people in Sudan are facing critical shortages of food, water, sanitation, shelter, non-food items, as well as access to basic education, psychosocial support and protection since the outbreak of fighting between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) on 15 April 2023. Based on its sectoral and technical areas of expertise, NRC therefore developed a multi-sectoral emergency response plan incl. multi-purpose cash, emergency shelter/ NFI, WASH, education assistance, and protection interventions.

Contesto | Entering its third month, the war in Sudan continues to rage. About 2.5 m people have been displaced within and outside the country, including nearly 2 m people internally, while the exact number of civilians killed remains unknown. The need for urgent humanitarian and protection assistance is increasing as the situation evolves. Prior to the start of the conflict, Sudan had an estimated 15.8 m people in need of humanitarian assistance. The latest escalation of violence severely exacerbate the already dire situation with a May 2023 revision of the HRP anticipating that 24.6 m people in Sudan will now require aid. |
Obiettivi | To deliver services and support to people affected by the recent conflict and displacement. Scale up and diversify service delivery in current areas of operation, and re-enter into and respond in areas such as Khartoum and Darfur pending the further development of the conflict. |

Coordinamento con altri progetti e attori | NRC engages in the inter-agency humanitarian programme cycles, and contributes to the annual development of the Humanitarian Needs Overview and, respectively, the Humanitarian Response Plan. Its activities are harmonised with the relevant minimum standards (including Sphere), sector standard operating procedures, and strategies discussed in the respective inter-agency meetings. NRC also co-chairs the HLP sub-sector working group (WG) with UN-Habitat, and the Education Sector’s Assessment WG with Save the Children and UNICEF. At the same time it is a member of the Strategic Advisory Group of the national Protection, Education, Shelter, and Food Security and Livelihood sectors/clusters, and regularly coordinates with relevant national and regional authorities throughout the programme interventions for information sharing, transparency and authorisations, as needed. |
