VET II aims to contribute to equitable and sustainable social and economic development in Mongolia through the promotion of youth employment. The project will be integrated into public systems to improve youth employment policies and their implementation, benefiting all young men and women. A pro-poor and gender equality focus is mainstreamed in the project’s design and its results framework.

Contesto

Mongolia’s economy has grown rapidly in the past five years, particularly in the resource sector, which has led to massive changes in the demand for skills as well as the structure of employment.
Despite improvement in the quality of TVET schools and the growing number of young graduates, employers continue to report an unmet demand for a qualified workforce, leaving many young skilled workers underemployed or unemployed.  The unemployment rate of youth aged from 15-25 was 17% in 2014 (national level - 7.9%). Youth employment policies and their implementation are not sufficient to meaningfully contribute to the opening up of the labour market for these young Mongolians.

Obiettivi

The objective of the phase is to contribute to the increased employment and self-employment of young men and women in selected target areas, such as Khovd, Zavkhan, Gobi-Altai, Uvs, Bayan-Ulgii, Bayankhongor (Western region), Umnugobi, Darkhan and Ulaanbaatar.

Gruppi target

The direct beneficiaries of the project are young men and women in transition to workforce. They are mostly residing in rural areas and peri-urban settlements, e.g. graduates of long and short term vocational skills trainings, unemployed or employed in informal sector.

Effetti a medio termine

Outcome 1: National policies and programmes are conducive for youth employment.

Outcome 2: Effective employment support services are provided to young people.

Outcome 3: Young people operate innovative start-ups with growth potential.

Risultati

Risultati principali attesi:  

  1. Youth employment policies are formulated and submitted for approval.
  2. The employment promotion programme for youth is optimised.
  3. Steering mechanisms for the implementation of youth policies and programmes are results-oriented.
  4. The approach, processes and instruments of employment services are optimised.
  5. Staff capacities in delivering employment services are optimised.
  6. Local cooperation and private sector partnerships are strengthened.
  7. Financial support schemes for selected start-ups are piloted.
  8. Business-development service providers deliver quality services to selected start-ups.
  9. Mentoring and alumni networks support young start-ups.


Risultati fasi precedenti:  

The VET first phase succeeded in: i) Creating a positive image of VET among employers and the general public; ii) Improving the quality of  TVET schools and aligning the VET curricula with the needs of the labour market, and iii) Improving the services of the Regional Methodological Centre (RMC). The project’s approaches from the first phase - “from local to national”, “private sector integration” and “participative and collaborative working” - have been recognised as best practices by the Ministry of Labour (MoL), which has assumed responsibility for curriculum development templates for discussion with all stakeholders. This process has led to the acceptance of the templates for nationwide roll-out. Employers are using the occupational standards/profile methodology  to develop profiles for the most in-demand trades.
