Local Governance Monitoring Initiative


Exploitation of coal and the recent discovery of huge gas reserves in Mozambique created a general anticipation of wealth within reach for everyone.  Independent research and active engagement in policy dialogue with government will improve the quantity and quality of interactions between state and non-state actors and improve development policies and the use of public resources.

Contesto

The new 5 year-plan of the Government of Mozambique 2015-2019 (Plano Quinquenal do Governo) sets as priorities: inclusive growth, employment creation and improvements in wellbeing.

With the end of the Action Plan for Poverty Reduction in 2015, the plan of the Government and its implementation strategies will be the main reference documents of the Government of Mozambique for accountability towards its citizens.

Development policies tend to be pro-poor if there is an active citizenship. Monitoring the results of public policies at the local level transforms citizens from passive recipients to active agents of change and results in an advanced state of accountability and responsibility. Given the fact that past policies on poverty reduction didn’t show as significant improvements in development as could be expected and even though the actual plan of the Government mentions explicitly inclusiveness of growth and improvement of wellbeing as priorities, an active involvement of citizens and civil society in formulation, planning, implementation and monitoring of Government plans and policies is highly relevant in order to actually achieve inclusiveness of growth and improvements in wellbeing.

Independent research and active engagement in policy dialogue with government will therefore improve the quantity and quality of interactions between state and no-state actors and improve development policies and the use of public resources.

    Risultati

    Risultati raggiunti:  

    • Expanded evidence-based civil society engagement in public policies and political processes through analysis and research.
    • Improved transparency and integrity in the management of public affairs through public expenditure monitoring and advocacy campaigns.
    • Civil society at local level enabled and encouraged to create alliances to act in a coordinated and coherent manner to solve concrete problems and to promote women‘s rights.
