Prevenzione delle catastrofi, aiuto d’emergenza, ricostruzione e protezione

La prevenzione delle catastrofi, l’aiuto d’emergenza e la ricostruzione sono i tre campi di intervento dell’Aiuto umanitario della DSC. Questi tre ambiti corrispondono rispettivamente all’impegno prima, durante e dopo le crisi, i conflitti armati e le catastrofi.

Con prevenzione si intendono tutte le misure prese per proteggere la popolazione e le infrastrutture. La prevenzione dei pericoli e la riduzione della vulnerabilità contribuiscono allo sviluppo sostenibile e vengono perseguite in tutti i progetti e i programmi della DSC. Il primo compito dell’aiuto d’emergenza è salvare vite umane e alleviare le sofferenze delle vittime nei momenti più acuti di una crisi. Due terzi dei fondi dell’Aiuto umanitario della DSC sono destinati a questi interventi. Passata l’emergenza e quando la situazione si è ormai stabilizzata possono iniziare i lavori di ricostruzione e ripristino. In caso di conflitti che perdurano nel tempo, l’impegno su questi tre fronti può essere simultaneo. 

La protezione delle popolazioni rappresenta una delle quattro priorità tematiche dell’Aiuto umanitario della DSC insieme agli ambiti riduzione dei rischi di catastrofi, acqua potabile, igiene e servizi igienico-sanitari, violenza sessuale e di genere.

Prevenzione delle catastrofi

I disastri naturali colpiscono indistintamente i Paesi ricchi e quelli poveri, ma le loro ripercussioni variano a seconda del livello di sviluppo del Paese colpito.

Aiuto immediato e aiuto d'urgenza

L'aiuto d'urgenza della Confederazione, con gli esperti del Corpo svizzero di aiuto umanitario (CSA), viene impiegato in tutto il mondo in situazioni di crisi, conflitti e catastrofi.

Ricostruzione e riabilitazione

I programmi di ricostruzione e riabilitazione sono volti in generale a ristabilire condizioni di vita normali delle popolazioni colpite, aiutando queste ultime a superare i traumi delle guerre e delle calamità naturali e a migliorare a lungo termine la situazione abitativa, le infrastrutture e i redditi.

Protezione

I conflitti armati e le catastrofi naturali espongono i sopravvissuti a rischi di violenza fisica o psichica.

Stay, Deliver and Protect (SDP)

Afghanistan continues to face a protracted humanitarian crisis. Armed conflict results in large-scale population displacements and a high number of civilian casualties. Insecurity causes significant challenges to humanitarian access and responses, especially where they are needed most. "Stay, Deliver and Protect" aims to facilitate humanitarian access and to promote protection of education, protection of civilians, psychosocial support and humanitarian coordination in conflict-affected communities.


SDC Education Fund

As part of its increased commitment for Education and of the implementation of SDC’s Education Strategy, the SDC launches an Education Fund in order to incentivize innovation and the application of new approaches in basic education/vocational skills development and through educational activities across sectors. Innovation can have a catalytic effect on the effectiveness of programmes in and through education. Education is a core enabler for sustainable development and is an important lever in Switzerland’s commitment to promote human and economic development, peace and stability. 


SSIE-B - Scaling Social and Impact Enterprises in Bangladesh

By deploying innovative blended finance solutions and Swiss expertise on impact investment, SDC will accelerate the growth of social and impact-oriented start-up enterprises in Bangladesh. This will be achieved by improving the services available to entrepreneurs, stimulating investments into early-stage social enterprises, and creating incentives for enterprises to become more impact oriented. It will allow Switzerland to test a mechanism to leverage private resources for development, and improve the lives of poor men and women in a highly cost-effective manner, multiplying the impact of ODA resources.


Ethiopia, IOM - Durable Solutions

Ethiopia has about 2.1 million internally displaced people (IDPs) mainly due to conflict, drought and flood. Addressing the needs of IDPs has been limited to meeting their short-term humanitarian needs. Given the prolonged economic, social, and gender impacts of displacement on individuals, there is a critical need for longer-term solutions. Switzerland will contribute through IOM to address the long-term needs of the displaced and host communities in their search for self-sufficiency.


Enhancing security coordination and local contextual understanding to increase humanitarian access

This project aims at enhancing security coordination and local contextual understanding to increase humanitarian access to insecure locations both inside and outside of Protection of Civilian (PoC) sites. Through enhanced understanding of the context, operational threats can be better mitigated by NGOs, facilitating scale-up of programme and service delivery to the affected population in South Sudan’s Upper Nile and Unity States.


Retain Access in Afghanistan (RAA)

The security situation in Afghanistan remains a major concern for humanitarian and development actors. They depend on reliable security reports and advisory services, on independent analyses of political events and trends, and on physical access to remote and conflict-affected areas. With this project, strengthening the humanitarian-development nexus, the SDC enables interventions that are essential for poor populations and people in need of humanitarian assistance and development aid.  


Reducing the Prevalence and Impact of Violence in Western Equatoria

Nonviolent Peaceforce’s (NP) intervention in Mundri County, Western Equatoria State is aimed at reducing the prevalence and impact of violence. Key activities will include conducting patrols in risky areas, protective accompaniments, advocacy, conducting trainings workshops, awareness raising activities etc. Through this intervention, Switzerland contributes to creating sustainable grassroots-led peaceful solutions to conflict, promotion of Human Rights, SGBV prevention and response among conflict affected communities.


Improving the Respect of Humanitarian Norms by Armed Actors in Yemen

The project aims to contribute to the protection of Yemeni civilian population from the effects of armed conflict. The awareness of Yemeni armed non-state actors’ (ANSA) on humanitarian norms, notably on landmines and explosive remnants of war, and children and armed conflict is raised which positively influences standards, policies and practices of armed groups.


Projet Ecole résiliente au Burkina Faso

Les attaques terroristes qui frappent le Burkina Faso depuis 2017 ont entrainé la fermeture d’écoles et privé quelque 875’000 enfants (46% de filles) de leur droit à l’éducation. La Suisse soutiendra le Gouvernement, à travers l’UNICEF, afin d’assurer la continuité éducative à tous les enfants dans un environnement scolaire sûr. Par cette intervention mettant l’accent sur les enfants/jeunes, la Suisse agit en faveur de la stabilité du Burkina Faso et de la région, répondant ainsi aussi à ses intérêts propres.


CDNH: Conflict prevention Rakhine

After the events in Rakhine in August 2017, violence and communal tensions are still prevailing and mistrust has increased among and between communities, state and village officials and security authorities. The need to gather the stakeholders around conflict prevention, livelihood skills enhancement, conflict analysis and gender and civic education is repeatedly expressed by all. This project helps to improve the relationship between the main key actors in and around Rakhine to lower the potential of further tensions, abuses and install trust-building mechanisms.


Amélioration de la sécurité alimentaire et nutritionnelle dans la région Boucle du Mouhoun

Le Burkina Faso fait face à des crises de sécurité alimentaire et de malnutrition récurrentes pour des raisons structurelles et conjoncturelles. Ce projet vise à renforcer la sécurité alimentaire et nutritionnelle (SAN) des personnes vulnérables dans la région Boucle du Mouhoun à travers une approche intégrée et innovatrice. Cet approche combine des interventions en sécurité alimentaire et moyens d’existence, en santé primaire et nutrition communautaire. Le projet s’inscrit dans la nouvelle vision du « programme lait » de la Confédération.


Réduction de risques de catastrophes naturelles dans le Sud et le Sud-est d’Haïti

En Haïti, les catastrophes répétées détruisent les actifs des populations, les infrastructures économiques et provoquent des pertes en vies humaines. Elles freinent la croissance et le développement. Le projet vise à réduire les risques naturels via le transfert de compétences aux acteurs locaux, la sensibilisation des populations et la création de conditions favorables à la planification/réalisation des mesures de réduction de risques qui protègent les personnes vulnérables dans trois communes du département Sud-est.
