Joint Peace Fund (JPF)

Progetto concluso

The Joint Peace Fund (JPF) is a multi-donor fund for joint action in, on and around the peace process, bringing together conflict parties (GoM and armed groups), civil society organizations and international donors. The JPF is managed by the United Nations Office for Project Services (UNOPS) and a Technical Secretariat from the Nordic International Support Foundation (NIS). As there is no peace without development and no development without peace, this fund is crucial for a concerted action of all stakeholders.

Contesto Myanmar is further along the peace path than at any time since 1949, and today’s peace process is progressing. The NCA (Nationwide Ceasefire Agreement) - roadmap towards sustainable peace - has been signed in 2015. Peace talks started in 2016 with National Conferences. The 2nd Panglong Conference in May 2017 resulted in a partial agreement on 37 points. The 3rd Conference is planned for the end of 2017. Outstanding crucial issues are: structure of federalism and of the future army. Uncertainties are inherent to the peace process’s nature and the political context.
Obiettivi

The JPF established in December 2015 under the guidance of the donor Peace Support Group (PSG), which was chaired by Switzerland till the end of 2016, aims at supporting the implementation of the NCA as well as other efforts to bring about the end of violence, including efforts to sustain bilateral ceasefires. It assissts the on-going process and does not yet implement a peace agreement, that is still to be reached through the recurring National Conferences.

The vision of the JPF is to support the leaders and people of Myanmar in running an effective and inclusive national peace process that leads to an agreement on a democratic and federal union and to lay the ground for longer term peace.

Any party to the overall peace process. 

Stakeholders: Government, Armed forces, all non-state armed groups, Parliament, political parties, Civil society, women and youth, conflict-affected and marginalised communities.

Effetti a medio termine

Strategic Outcomes[1]:

  • Inclusive peace agreement(s) are reached by strengthened actors, institutions and processes.
  • Increased understanding, confidence and engagement at the national and subnational level to build durable peace.
  • National Peace efforts are enhanced by JPF’s technical (and financial) assistance and its effective outreach and communication.

 

[1] Note that this objectives do not coincide with the Logframe in annex 3 (still used for reporting), but with the new JPF Strategy Paper. This is based on the fact that the situation is still evolving and the fund needs to coordinate many different donors. The final Logframe is foreseen to be delivered middle of 2018.

Risultati

Risultati principali attesi:  

  1. The peace actors are prepared and confident for dialogue; the legitimacy of the systems and processes for political dialogue is established.
  2. Supporting a secure and conducive environment; support to the “interim arrangements” in line with the NCA; developing common narrative for peaceful aims (to enhance public support to the peace process).
  3. Coordination, communication and outreach promoted; technical expertise and good practices provided; capacities of the fund recipients enhanced.


Risultati fasi precedenti:   Enabled Panglong Conferences to take place; funding of projects at different levels, including civil society initiatives for on-the-ground peacebuilding; co-funding of the Joint (Ceasefire) Monitoring Committee (JMC); constant monitoring of gender throughout all the JPF funded projects; outreach to signatory and non-signatory EAOs alike; good communication.

Collaboration between and with the donors of the JPF, enhancing the nexus between peace, development and humanitarian activities.

Linkages between SDC’s implementation of projects and operational expertise at local level in the South East (geographical focus SCSM) and Embassy’s policy dialogue on the peace process.

Added value of CH to the Fund through expertise in development, peace support and knowledge of all actors.
