Paul Seger was born in 1958 in Basel (Basel-Stadt), which is also his place of origin. He completed his undergraduate studies at the University of Basel, where he went on to obtain a doctorate in law. After joining the Federal Department of Foreign Affairs as a desk officer in 1983, he entered the diplomatic service in 1986, and was deployed to Kinshasa, New York (UN) and Buenos Aires. Between these deployments, Mr Seger worked at the head office of the Directorate of International Law, which he headed from 2003 to 2010. During that period, he also served as Swiss ambassador to the Principality of Liechtenstein, based in Bern. From May 2010 to September 2015, Mr Seger was head of the Permanent Mission of Switzerland to the United Nations in New York. He is married to Colette Seger-Schneiter and has two adult sons.
