Focus area
In addition to the thematic focus indicated below, part of the enlargement contribution is also to be geographically concentrated. The regions «Northern Hungary» and «Northern Great Plain» are vested with priority. With a per capita gross domestic product lying at approx. 42% of the EU-27 average, these regions boast the lowest development indicators in Hungary. At least 40% of the enlargement contribution to Hungary is to go to the benefit of these regions either directly or indirectly.

Swiss Enlargement Contribution: Annual Report 2017

The ten countries that joined the EU in 2004 have completed their projects under the enlargement contribu-tion. SECO and the SDC have taken stock of the last decade and published the results in their 2017 annual report. The projects have made a significant contribution to reducing economic and social disparities in Europe. Switzerland was also able to use its expertise to make a meaningful contribution to a number of projects.
The Swiss Enlargement Contribution

The Swiss Agency for Development and Cooperation SDC and the State Secretariat for Economic Affairs present an interim balance sheet on the first five years since the approval of the Enlargement Contribution to the new 10 EU-Member States. The projects are to be implemented within another five year period, i.e., by 2017.

CHF 190 million for a sustainable energy policy

Switzerland is supporting a sustainable energy policy in six partner countries with around CHF 190 million from its enlargement contribution. In Estonia, for example, the contribution is being used to make the design of three preschools and a home for the elderly more energy efficient. Four Estonian communities showcased their building projects on 14 March 2014. In February 2014, Switzerland approved a project to institutionalise the energy city label in Romania.

More than 200 projects are now being implemented as part of the enlargement contribution. At the annual conference of Swiss Cooperation with Eastern Europe on 31 May 2013 in Bern, government representatives and experts from Switzerland and abroad discussed the importance and the impact of these projects. About 750 people took part in the annual conference in the Hotel National, an exceptionally high turnout.

During the annual meeting on 12 March 2013 to mark the Swiss enlargement contribution to Hungary, an environmental project that aims to improve the measurement of environmental quality in Hungary was launched in the presence of the Swiss Ambassador, Jean-François Paroz, and the Hungarian State Secretary for the Environment, Zoltán Illés. By 2015, regional laboratories and two mobile monitoring stations are to receive financing totalling CHF 5.8 million. The Hungarian government has also earmarked an additional CHF 1 million, bringing the total cost of the project to CHF 6.8 million.

The first events in connection with the partnership project entitled “Swiss-Hungarian Civil Cultural Days” took place in Bern and in Bolligen in mid-December 2012. The project, which unfolded within the scope of the Swiss Enlargement Contribution, was co-financed by Switzerland to the tune of some CHF 60,000, the objective being to promote tourism and cultural exchange between Hungary and Switzerland, in particular between the cities of Eger and Bern. Launched on 1 September 2012, the project is scheduled to last for one year.

Hungary: two projects for tourism development approved

As part of its enlargement contribution, Switzerland is supporting two tourism projects to strengthen so-called destination management organisations (DMO) in the economic development areas of Northern Hungary and the Northern Great Plain. Both projects focus on medicinal and cultural tourism, and a total of CHF 2 million will be invested in improving tourist services.

In the presence of Dr. Tamás Fellegi, Hungarian Minister of National Development and Johann Schneider-Ammann, Swiss Federal Councillor, two project agreements in the field of infrastructure have been signed. By making a contribution of 10.8 million Swiss francs Switzerland is looking to improve waste and emission controls in the Central Danube region as well as to improve the measurement of heavy metal and dust concentration levels in Hungary.
