The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

Change in immigration system: Yes to popular initiative aimed at stopping mass immigration

The conference took place in the presence of EU Commissioner for Research and Innovation Ms Máire Geoghegan-Quinn, who stressed that "Horizon 2020" will improve living standards in Europe and strengthen Europe's economy in the face of international competition.

Project organisation fleshes out third series of corporate tax reforms

Bern, 19.12.2013 - The joint project organisation of the Federal Department of Finance (FDF) and the Conference of Cantonal Finance Directors has further developed the tax and fiscal policy thrust of the next series of corporate tax reforms and evaluated various measures. The Federal Council has taken note of this and instructed the FDF to consult the cantons on this basis. The reforms should cause Switzerland to maintain its tax appeal, strengthen its ability to innovate and give a boost to the country as a business location. They are based on solutions that ensure legal certainty, are accepted internationally and are balanced from a fiscal policy viewpoint. Based on the results of the consultation and international developments, the Federal Council will decide how to proceed and instruct the Federal Department of Finance to prepare a consultation draft.

Zuwanderung: Effekte der Standortförderung gering und überwiegend im ländlichen Raum

Der Bericht "Standortförderung und Zuwanderung" im Auftrag des Staatssekretariats für Wirtschaft (SECO) analysiert die Wirkungszusammenhänge zwischen den Standortförderungsmassnahmen des Bundes und der Zuwanderung. Die Studie von Ecoplan untersucht insbesondere die Standortpromotion, Steuererleichterungen im Rahmen der Regionalpolitik und die Förderung der Beherbergungswirtschaft. In dem die Standortförderung zum Erhalt und zur Schaffung von Arbeitsplätzen beiträgt, wird auch eine leicht erhöhte Zuwanderung von rund vier Prozent ausgelöst. Rund drei Viertel des Zuwanderungseffektes entfallen auf ländliche oder strukturschwache Gebiete abseits der Ballungszentren. Weiter kommt die Studie zum Schluss, dass geförderte Unternehmen ihr Personal nicht wesentlich stärker im Ausland rekrutieren als übrige Unternehmen.

The initiative calls for quotas for all foreign nationals. This would be a reversal of the current proven system of admission and would make it difficult for businesses to recruit the staff they require from abroad. Furthermore, it would jeopardise the bilateral agreements and consequently relations with the European Union.

Bern, 23.10.2013 - The Federal Council has issued a dispatch on the federal popular initiative entitled ‘Stop overpopulation – safeguard our natural environment’. Parliament is requested to put the initiative to the vote among the electorate and cantons, with the recommendation to reject the proposal. Furthermore, no direct counter-proposal to the initiative is made. When it presented its discussion paper on 29 May 2013, the Federal Council was already of the opinion that the objectives and content of the initiative could not be reconciled either with Switzerland’s current immigration policy nor with Swiss practice in international development cooperation.

Federal Council submits draft legislation to manage immigration

Bern, On Friday the Federal Council submitted to Parliament several pieces of draft legislation to implement the constitutional provisions on immigration. The Federal Council is continuing to push for a mutually agreed solution with the EU. Since it has not yet been possible to reach an agreement with the EU, however, as announced, the Federal Council is now proposing a unilateral safeguard clause to control immigration that will allow it to fix annual limits if immigration exceeds a certain level. To better utilise the resident workforce, the Federal Council also wants it to be easier for people from the asylum system who are allowed to remain in Switzerland to find employment. At the same time it approved an amendment to the Foreign Nationals Act which prevents foreign jobseekers from accessing social welfare. The Federal Council also adopted the dispatch on the extension of the Free Movement of Persons Agreement (FMPA) to Croatia. Ratification of the Croatia protocol is a requirement for Switzerland to continue to take part in the Horizon 2020 framework programme for research.

Neuchâtel, The number of employed persons in Switzerland rose by 0.5% between the 4th quarter 2014 and the 4th quarter 2015. During the same period, the unemployment rate as defined by the International Labour Organisation (ILO) increased in Switzerland from 4.1% to 4.7%. The EU's unemployment rate based on the ILO definition decreased from 10.0% to 9.1%. These are the findings from the Federal Statistical Office (FSO).

Federal Council adopts Dispatch on International Cooperation 2017–20

This is the goal of the Dispatch on International Cooperation 2017–20, which the Federal Council submitted to Parliament today. The dispatch covers development cooperation strategy, including economic and trade-policy measures, and in particular strengthens humanitarian emergency aid and Switzerland's contribution to conflict resolution. Civilian peacebuilding is also incorporated into the strategy for the first time. By combining these means effectively, Switzerland will address current emergencies and help to alleviate crises, conflicts, climate change, poverty, inequality and lack of economic prospects and prevent the accompanying displacement of populations.

Federal Council adopts Switzerland’s foreign policy strategy for 2016–19

The Federal Council has adopted the report on the foreign policy priorities for 2016–19. Four strategic priorities have been defined for the next legislative period. Negotiations on linking of Swiss and EU emission trading schemes concluded

Bern - Negotiations between Switzerland and the European Union (EU) on linking their emissions trading schemes have concluded. Bruno Oberle, Director of the Federal Office for the Environment (until the end of 2015), Dominique Paravicini, Deputy Director of the Directorate for European Affairs (DEA), and Jos Delbeke, Director General of the EU’s Directorate-General for Climate Action, have initialled the agreement. The expansion of the international CO2 market by linking national or regional emissions trading schemes can provide an effective means of combating climate change.

Coronavirus: Further easing of entry restrictions from 8 June

The Federal Council is to further relax entry restrictions in connection with the coronavirus pandemic. The restrictions will be lifted in step with the reopening of the economy. From 8 June, the cantons will begin processing applications from workers from the EU/EFTA member states. In addition, Swiss companies will be allowed to employ highly skilled workers from third countries if this is in the public interest, or if they are urgently required. To benefit the domestic workforce, companies will again be required to give notification of job vacancies, a measure that was temporarily suspended during the lockdown. Lastly, the Federal Council plans to lift all travel restrictions and re-establish the free movement of persons across the Schengen area no later than 6 July. Border controls with Germany, Austria and France will be lifted as early as 15 June, as previously announced.

Securing access to research cooperation and funding programmes in Europe

Horizon Europe, the EU’s next Framework Programme for Research and Innovation, is due to start in 2021. Along with three other European initiatives, Horizon Europe forms the ‘2021–2027 Horizon package’. On 20 May 2020 the Federal Council adopted a dispatch on funding requesting Parliament to approve CHF 6,154 million in funding to secure Switzerland’s participation in the Horizon package. Provided Parliament approves this funding, the Federal Council and the EU will be able to renew their bilateral research agreement and secureSwitzerland’s continued and uninterrupted participation in the Horizon package as an associated state.

Coronavirus: Switzerland reaches agreement with Germany, Austria and France on opening borders

Switzerland plans to open all borders with Germany, Austria and France on 15 June 2020, if the epidemiological situation allows. Federal Councillor Karin Keller-Sutter has reached agreement on this move following talks with the interior ministers of these three neighbouring countries. She advised the Federal Council of the agreement at its meeting on 13 May 2020.

Switzerland and EU adapt their insurance agreement

Switzerland and France give go-ahead to implementation of EuroAirport agreement

The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. Participants included staff from the European Commission, European Supervisory Authorities, Single Resolution Board, the Swiss federal administration, the Swiss National Bank and the Swiss Financial Supervisory Authority FINMA.

European Parliament’s PANA Committee to visit Switzerland

Switzerland once again a full member of partnership-funded EU innovation programmes

On 23 August, the Federal Council approved the agreements on Switzerland’s participation in the Eurostars-2 and the Active and Assisted Living research and development programmes. This means that Switzerland is once again a full member of both programmes and is co-financed by the EU. The programmes are particularly interesting for research-intensive SMEs looking to enter new European or global markets through cross-border cooperation. Switzerland’s participation in the AAL programme is one of the many measures that form part of the federal government’s Skilled Workers Initiative.

Linking of the Swiss and European emissions trading systems: big step forward

Switzerland and the European Union are preparing to link their emissions trading systems. The Federal Council approved the signing of the corresponding agreement at its meeting of 16 August 2017. The European Commission has also adopted proposals for the signature and ratification of the agreement and has submitted them to the Council of the European Union for approval. The agreement could be signed before the end of this year. Its ratification must then be approved by the Swiss and European parliaments.
