State Secretary Martina Hirayama visits Poland with science delegation

On 9 and 10 April, Martina Hirayama, State Secretary for Education, Research and Innovation (ERI), met with Polish government representatives in Warsaw. She opened the kick-off event of the Polish-Swiss research and innovation programme. The visit to Warsaw will strengthen bilateral relations between Switzerland and Poland in the ERI sector.


The new Swiss-Polish Cooperation Programme has been launched

The Swiss-Polish Cooperation Programme as part of the Swiss Contribution to selected EU member states, was officially launched in Warsaw on 12 December 2023. Over 300 representatives from Polish towns, the research and innovation community, civil society and the private sector attended the event.


Closing Conference of the Croatian-Swiss Research Programme in Zagreb

On 19 October, the closing conference of the Croatian-Swiss Research Programme (CSRP), organised by the Croatian Science Foundation HRZZ, took place in Zagreb. The CSRP initiative aims to promote scientific cooperation between Switzerland and Croatia and is in implementation from 2017 until the end of 2023.


All implementation agreements signed, first projects launched

Switzerland and Slovakia have signed the bilateral agreement on 19 September 2023 on the implementation of the second Swiss contribution to selected EU member states. Switzerland has thus signed the bilateral implementation agreements for the cohesion part with all partner countries of the second Swiss contribution. The implementation phase now follows.


Greater cooperation with Slovakia

Switzerland and Slovakia have signed a bilateral agreement on 19 September 2023 on the implementation of the second Swiss contribution to selected EU member states. Switzerland will support programmes in Slovakia in the areas of vocational training, sustainable tourism and healthcare amounting to CHF 44.2 million. This means that all 13 bilateral implementation agreements for the second Swiss contribution to strengthen cohesion are under wraps.



Ignazio Cassis signs agreement in Slovenia on implementation of second Swiss contribution

During a visit to Slovenia, Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), today signed an agreement on the implementation of Switzerland's second contribution in Ljubljana. The agreement provides for the financing of projects aimed at improving Slovenia's energy efficiency and developing its renewable energy resources. Mr Cassis also attended the Bled Strategic Forum, where he took part in a panel discussion on the future of multilateralism.


Cultural mediators to support the Italian police and migration authorities

In 2023, Italy has been facing a high number of disembarkations. In order to facilitate communication between migrants, police and migration authorities, Italy works together with cultural mediators. Switzerland finances the deployment of cultural mediators with the Rapid Response Fund of the Second Swiss Contribution.


Procurement information: Advance notification of backstopping tender in the environmental and climate protection sector

Switzerland is allocating CHF 1.302 billion towards projects under its Second Contribution to selected EU member states. The bulk of Switzerland's Second Contribution (CHF 1.102 billion) is earmarked for projects aimed at reducing economic and social disparities in the 13 states that have joined the EU since 2004. Of this amount, around CHF 400 million is reserved for projects in the field of environmental and climate protection for the benefit of Bulgaria, Croatia, Latvia, Poland, Romania, the Czech Republic, Slovakia, Slovenia and Hungary. 


Elisabeth Baume-Schneider to visit aid projects in Poland and Slovakia for people who have fled the war in Ukraine

On 5 and 6 July, Federal Councillor Elisabeth Baume-Schneider will be on a working visit to Poland and Slovakia, two countries neighbouring Ukraine that have taken in large numbers of refugees. Ms Baume-Schneider will visit several aid projects for Ukrainian refugees that are co-financed by Switzerland. She will also meet her counterparts in both countries for bilateral exchanges.


Launch of new cooperation programme between Switzerland and the Czech Republic

State Secretary Helene Budliger Artieda and Czech Minister of Finance Zbynêk Stanjura signed a bilateral agreement in Prague implementing Switzerland's second contribution to selected EU Member States. Switzerland is allocating CHF 76.9 million towards a programme in the Czech Republic. This visit underlines Switzerland’s interest in further enhancing its already very good bilateral relations with the Czech Republic.


Launch of new cooperation programme between Switzerland and Latvia

Switzerland and Latvia have signed a bilateral agreement implementing the second Swiss contribution to selected EU member states. Under the agreement Switzerland will allocate CHF 40.4 million towards programmes in Latvia in the fields of polluted site remediation, applied research, vocational education and training and healthcare.

Enhancement of regional competitiveness in Poland

In Poland, the principles of environmental awareness and corporate social responsibility have not yet been widely adopted. With a contribution of about CHF 5 million, Switzerland seeks to improve this situation. The project agreement was signed on 4 August 2011.


Launching conference in Bucharest for the SECO "Energy City" programme

Romania’s medium-sized cities (45,000 to 350,000 inhabitants) have the opportunity of competing to join the SECO “Energy City” programme. To ensure that all interested cities receive uniform and transparent information on the criteria for the competition, the Romanian authorities responsible in each case met with a Swiss delegation at an inaugural conference for the “Energy City” programme on 1 July in Bucharest.



Latvia: Easier access to microcredits

Switzerland contributes 7.48 million Swiss francs to support a microcredit programme in Latvia. The programme agreement was signed on 21 June 2011. The microcredit programme will make it easier for small-sized companies and self-employed workers to obtain microloans, which in turn should spur the creation of up to 900 new jobs.


Czech Republic: Environment Expertise Fund

A project agreement on environment was signed between Switzerland and the Czech Republic on 4 April 2011. Switzerland contributes one million Swiss francs to support activities in the field of environmental protection and sustainable development.


The Federal Council approves a contribution to a health programme in Lithuania

The Federal Council has decided to allocate CHF 45.6 million to a programme for improvement of maternity and child care in Lithuania as part of Switzerland's enlargement contribution to the newly acceded EU countries. It will be jointly financed by the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO).


Latvia: Improving the quality of water and removing waste

A project agreement on infrastructure with Latvia was signed on 17 March 2011. Switzerland contributes 13 million Swiss francs to improve the quality of water and help clean up the heavily polluted industrial port of Riga.

On 26 January 2011, the Tallinn Children’s Hospital received the new automated gait orthosis “Pediatric Lokomat”. This apparatus, co-financed with the funds of the Swiss Enlargement Contribution, is meant to help children with neurological illnesses and injuries improve their ability to walk. On the same day, the new Estonian Forensic Science Institute in Tallinn, in which equipment financed by Switzerland has been installed for use, was officially inaugurated.


Hungary: Two project agreements aiming at supporting environmental monitoring systems signed

In the presence of Dr. Tamás Fellegi, Hungarian Minister of National Development and Johann Schneider-Ammann, Swiss Federal Councillor, two project agreements in the field of infrastructure have been signed. By making a contribution of 10.8 million Swiss francs Switzerland is looking to improve waste and emission controls in the Central Danube region as well as to improve the measurement of heavy metal and dust concentration levels in Hungary.


Six infrastructure projects in Hungary approved

Switzerland is contributing 35.67 million Swiss francs toward six infrastructure projects in Hungary. Four of the projects focus on improving the water supply and water quality. The other two projects entail measures designed to assist environmental monitoring, amongst other things by supplying modern measurement equipment.

Switzerland supports Malta in the realization of two projects, i.e., special funding for the “Mediterranean Academy of Diplomatic Studies” and the acquisition of a PET scanner for diagnosing cancer. Just about CHF 5 million will be injected into these projects from the Swiss Enlargement Contribution. Both projects are on the verge of implementation, bringing to an end the distribution of the Swiss Enlargement Contribution earmarked for Malta.
