SDC Contribution to DCAF for an expert of the Latin America/Caribbean Region 2017-2020

Project completed

SDC has a strategic partnership with DCAF since 2011 with a core contribution of yearly around CHF 11 million. DCAF works on the interface between security and development policy, a domain of increasing importance for SDC. The expert offered by SDC will focus on developing DCAF’s relationship and cooperation with current and future donors and on building up a Latin America and Caribbean division (LAC), where the fragility of states, governance of security institutions and violence in general is a key challenge for development.

Background

DCAF, the center for Security, Development and Rule of Law is one of three Geneva Center’s for security policy founded around 2000 as Switzerland’s contribution to international security policy. Since 2011 SDC is responsible for the management of the core contribution, stocked by an own framework credit. DCAF is one of the world’s leading center of excellence  for the reform and governance of the security sector at the interface of security and development policy. The nexus between development and security gains even more importance for SDC with the incresed focus on fragile contexts. For this reason SDC offers an expert to DCAF to 1) elaborate on DCAF’s relationship and cooperation with current and future donors and 2) to build up a Latin America and Caribbean Division, where the fragility of states, governance of security institutions and violence in general is a key challenge for development.

Objectives

DCAF financial and operational sustainability is strengthened by an diversified geographical portfolio and additional funding models.

Target groups

The main direct beneficiaries include regional member countries and their personnel (government and non-government), as well as partner organizations on regional and national level, donors , Multilateral Development Banks, Multilateral Organizations (UN, OAS) and Think Tanks.

Medium-term outcomes

Outcome I: Based on a functioning donor relations strategy the relation with current and new donors is strengthened.

Outcome II: DCAF has extended its work to LAC to address violence and lack of governance issues on a programme level and a strategy for intervention is in place.

 

Results

Expected results:  

Output I:

  • Donor relation strategy is elaborated and in place;
  • Integration of donors in strategic discussions;
  • Effective liaison with international development policy networks are working and the relationship with MDBs have improved;
  • Three new donors are supporting DCAF.

Output II:

  • LAC strategy is elaborated and accepted;
  • At least three programmes in Latin American and the Caribbean are functioning.
