Anti-Corruption Support Programme (ACS)
The programme will build technical capacity in the Prevention and Combating of Corruption Bureau to more effectively investigate complex financial corruption cases and increase asset recovery. This will reduce impunity, return financial resources and have a preventive effect. The programme will also promote collective action between state and non-state actors to build a social climate that is adverse to corrupt practices.

Several corruption indicators confirm a negative trend since 2006. In response to this, SDC supported several programmes that strengthen right holders (civil society, media), but given the breadth and encompassing impact of corruption a more programmatic approach is needed. New initiatives will include support to duty bearers (anti-corruption institutions) and a stronger link with policy and political dialogue processes will be established, alongside internal measures that prevent and deal with corruption in the management of SDC supported programmes.
This proposal adds two critical elements that will make SDC’s intervention more programmatic. First it will enable the Prevention and Combat of Corruption Bureau to deal with complex international financial corruption cases (including asset recovery) and to more effectively use the available legal instruments, leading to reduced impunity of corrupt practices. This will be done through technical assistance, advise and training delivered by the InternationaI Centre for Asset Recovery of the Basel Institute on Governance (ICAR).
Secondly, the programme will seek and promote collective action between duty bearers and right holders. Public acceptance of corruption as a “normal” practice needs to be transformed into a negative perception through increased awareness of the harmful effects of corruption on development and social cohesion. This cannot be achieved by a singular institution or organisation, but requires the collaboration of reform oriented and determined state and non-state actors leading to a social climate that is less tolerant to corruption. The options to realise this objective will be detailed during the formulation phase. The purposeful linking of right-holders and duty-bearers to combat corruption is an innovative approach not only for SDC, but also in Tanzania in general.
