Democratización, para un desarrollo inclusivo y sostenible

Fomentar los valores democráticos es fundamental para una gobernanza que incluya a todas las personas. La participación equitativa de todos los grupos de población aumenta las posibilidades de un desarrollo equilibrado del que todos se benefician. Con ella, se ponen límites a la corrupción y al abuso de poder, lo cual reduce el riesgo de frustración y confrontación política. La promoción de la democracia es una de las prioridades de la política exterior suiza. 

La democratización es una de las inquietudes principales de la COSUDE. El objetivo es fomentar la intervención de la ciudadanía y una actuación responsable del gobierno. La participación equitativa de los diferentes grupos de población en la vida política y la cogestión en cuestiones que influyen en la vida cotidiana permiten la integración de intereses diversos y la adopción de decisiones ampliamente apoyadas. Esto fortalece la legitimidad de los procesos políticos y el sentido de corresponsabilidad en la implementación. Otros principios básicos de la democracia son el reparto y control del poder, la rendición de cuentas, la igualdad de derechos y el Estado de Derecho.

Suiza apoya tanto las instituciones como los procesos democráticos. Fomenta la interacción de las diferentes fuerzas democráticas que influyen en el sistema político y se refuerzan mutuamente. Concede especial importancia a la promoción de la igualdad de género, la igualdad de participación y la protección de los grupos de población desfavorecidos. Su compromiso le lleva a informarse políticamente y a apoyar soluciones relevantes para el contexto, basándose en lo ya existente y orientándose por los valores democráticos y no por modelos específicos.

La democratización es importante para el desarrollo inclusivo y sostenible. Pero también constituye un objetivo en sí mismo para la garantía de los derechos civiles y políticos, y un requisito previo para el cumplimiento de otros derechos básicos sociales, económicos y culturales. La democratización puede contribuir también a la desescalada de los conflictos violentos.

Engaged People - Strong municipalities

01.11.2027 - 31.12.2030

Molodova has the most fragmented sytem of local governments in the South-East Europe. People's dissatisfaction with quality of services is high and participatory decision-making is not common. Local governance reforms launched by the Government are being pursued in a centralized manner. Switzerland will support moldova through a two-pronged approach supporting citizens (in enhancing participation and social accountability) and institutions (in improving public service provision), particularly in rural areas.  


Nurturing Active and Responsible Citiziens

01.01.2027 - 31.12.2030

Molodova's democracy is still young and fragile. The population is disinclined to participate in decision-making, to practice democrtatic values and to demand their rights. Schools have an important role in educating active and responsive citizens, but are not well prepared for it. By improving democratic school governance and introducing practical civic education, Switzerland will support Moldova in raising civic consciousness of chlidren and adolescents, and engaging them in ther communities.


Economic Policy for Inclusive Growth

01.01.2026 - 31.12.2029

The planned intervention aims at supporting inclusive growth that improves the living standards for the Mozambicans, in particular women and youth. It will be pursued through increased analytical capacity and better informed policy making, by means of focussed support to economic analysis and discussion in and between government and non-government institutions. Emphasis on non-government institutions will enhance the demand for and accountability for effective policy making for inclusive growth


Program contribution to OHCHR for promotion and protection of human rights in the oPt

01.01.2025 - 31.12.2029

Switzerland supports the office of the UN High Commissioner for Human Rights in the occupied Palestinian territory (oPt) to contribute to the effective realization of adherence to human rights and international humanitarian law in the oPt and to influence the behaviour of the relevant duty bearers. OHCHR has an exceptional role both in the humanitarian and development spheres in the oPt’s complex context of multiple duty bearers and harsh political and humanitarian realities.


Pathfinders for Peaceful, Just and Inclusive Societies (Sustainable Develoment Goal 16+)

01.01.2024 - 31.12.2030

The promotion of peaceful, just and inclusive societies (SDG16) is integral to the success of the Agenda 2030 for Sustainable Development. In order to accelerate its implementation, a group of UN Member States are coming together to leveraging intersections within the Agenda (16+) and to accelerate national and international implementation, while building a movement of the willing around three grand challenges. Switzerland is a co-convener, a member and a donor to this initiative.


Supporting Civil Society Organizations in Nicaragua

SDC and other like-minded donors are engaged in enhancing the democratic and public policy processes in Nicaragua. A strong civil society is essential to the quality and sustainability of this effort. The proposed program will promote citizen participation, strengthen capacities of Civil Society Organizations and foster informed policy dialogue. 


Moldova – Making the Most of Migration

With one third of Moldova’s population living abroad, the current country`s leadership is firmly committed to harness the development potential of migration. Previous Swiss-supported interventions resulted in a unique mobilization of Moldovan migrants committed to contribute to the development of their home communities. Switzerland will further support Moldova to ensure the sustainability of diaspora engagement models and to improve evidence-based governance through reliable demographic statistics, including migration trends.


REGLEAU - Renforcement de la gouvernance locale de l’eau et de l’assainissement

01.04.2023 - 31.07.2025

Ce projet vise à renforcer les capacités de six communes d’Haïti afin qu'elles puissent fournir des services d'eau potable et d'assainissement résilients aus risques et catastrophes à la population. En vue de la fin de la coopération bilatérale de la Suisse en Haïti, la phase II consolide et met à l'échelle les acquis de la première phase et intègre des approches du projet direct humanitaire « Réduction des Risques de Catastrophes Naturelles ».


Women’s Increased Leadership for Democracy in Georgia

01.04.2023 - 31.03.2027

To engage more women in Georgia’s political and public life, the WILD project will

(i) increase the political literacy and skills of 1’150 locally active women, their organizations and public servants;

(ii) sensitize 60 journalists, and 150 data producers and users on gender-related reporting;

(iii) contribute to development and adoption of gender-responsive laws and policies, benefitting some 38’350 public servants. The project will engage with men to foster behavioural change.


Natural Resource Governance Institute – advancing good governance in resourcerich countries

The commodities sector plays a crucial role in many developing countries, particularly in terms of domestic resource mobilisation, but also because of the manifold challenges attached to the sector such as illicit financial flows, human rights abuses and environmental degradation. Through its partnership with NRGI, Switzerland contributes to improving the governance of mineral resources in resource-rich developing countries, also in light of the ongoing global energy transition.


Tchad - PADS, Appui aux districts sanitaires

Au Tchad, la faiblesse de la gouvernance du système de santé est une des causes de la situation sanitaire caractérisée par des indicateurs les plus faibles de l’Afrique subsaharienne. L’appui de la Suisse va contribuer à améliorer la qualité des prestations et l’offre des soins de santé dans les districts sanitaires des provinces du Batha et du Moyen Chari ainsi qu’au déploiement de la couverture santé universelle dans certaines provinces.


Accountability for the Implementation of the 2030 Agenda 2023-2026

The implementation of the 2030 Agenda is guided by a follow-up and review process that supports accountability for the Agenda at national, regional and global levels. With this contribution to a set of partners notably from civil society, Switzerland enables key stakeholders to take part in the review processes for more inclusive monitoring of progress in the implementation of the 2030 Agenda to leave no one behind.
