Amérique centrale (Nicaragua, Honduras)

En Amérique centrale, la Suisse œuvre en faveur de la bonne gouvernance et du respect des droits de l’homme, pour un développement économique inclusif et en faveur de l’adaptation au changement climatique et de la gestion de risques des désastres. Après 40 ans de coopération international fructueuse, la coopération bilatérale suisse se retirera de la région fin 2024 tandis que l’aide humanitaire restera engagée en Amérique centrale. D’ici là, la Suisse s’engage à consolider les résultats obtenus et mettre en œuvre un désengagement responsable et digne.

Bien que voisins, le Nicaragua et Honduras sont aujourd’hui confrontés à des défis différents. Le Nicaragua traverse depuis 2018 une crise sociopolitique et économique ayant des répercussions sérieuses sur les droits de l’homme et qui entraîne des mouvements massifs d'émigration. Au Honduras, la pauvreté et l’insécurité alimentaire augmentent. Les principes de l’État de droit ne sont pas toujours respectés et le taux de violence y est très élevé. L’engagement de la Suisse vise donc à prévenir la violence et à renforcer le respect des droits de l’homme, mais aussi à créer des débouchés économiques pour les populations touchées par la pauvreté. L'Amérique centrale est l'une des régions les plus exposées aux risques naturels, régulièrement frappée par des catastrophes de grande ampleur, phénomènes aggravés par le changement climatique. C’est pourquoi la Suisse associe des mesures d’adaptation au changement climatique à ses efforts visant à renforcer les structures de la protection civile nationale et régionale.

Gouvernance et État de droit

Renforcement de la gouvernance locale et de la lutte contre la corruption

Au Honduras, la Suisse renforce les structures de gouvernance locales dans les deux régions d’intervention prioritaires, à savoir le Golfe de Fonseca et la Mosquitia, et renforce la participation des populations vulnérables et des communautés autochtones dans la gestion des ressources naturelles et au niveau du développement économique. La Suisse collabore en outre avec des organisations locales de défense des droits humains en vue d’améliorer la protection des droits économiques, sociaux et culturels de la population. Au Nicaragua, malgré une situation sociopolitique très difficile, la Suisse défend le respect des droits de l’homme, promeut la bonne gouvernance et la culture de paix.

Au plan régional, la DDC soutient l’activité de la Cour et de la Commission interaméricaines des droits de l’homme en Amérique centrale afin de mettre en œuvre les normes internationales et de réduire l’impunité Les droits socio-économiques de la population et l’accès aux ressources naturelles figurent notamment parmi les priorités. Elle soutient également la lutte anti-corruption à travers un appui spécifique à la société civile et aux ministères publics en appuyant notamment la formation des juges et du personnel juridique au Honduras et au Guatemala.

Développement économique

Renforcement des petites entreprises

Les petites entreprises constituent la clé de voûte de l’économie. En Amérique centrale, la Suisse soutient les filières rurales, comme le cacao, la noix de cajou, l’élevage durable et l’agrotourisme. L’instauration d’une organisation corporative, l’amélioration de la qualité des produits et les efforts de commercialisation peuvent aider les petites exploitations et les petites entreprises rurales à augmenter leurs revenus. La Suisse contribue aussi à l’amélioration de la situation économique des petits producteurs, en aidant par exemple les ministères concernés à élaborer et à mettre en œuvre des politiques nationales de soutien.

Des offres de formation accessibles à tous et à toutes donnent par ailleurs aux jeunes des quartiers pauvres et des régions rurales de meilleures chances sur le marché du travail. Au Honduras, ces offres s’adressent à des jeunes issus de quartiers affichant un taux de criminalité élevé et contribuent ainsi à prévenir la violence.

Le changement climatique aujourd’hui se traduit par une augmentation des risques d’ouragans dévastateurs et de longues périodes de sécheresse. L’élaboration de cartes des risques, l’aménagement du territoire en fonction des bassins fluviaux et la gestion durable des ressources naturelles permettent aux communautés locales de mieux faire face aux conséquences possibles du changement climatique.

Aide humanitaire

Intervention rapide sur le terrain, gestion de risque de désastre, migration et protection

En Amérique centrale, les fonds destinés à l’aide humanitaire contribuent à l’atténuation des conséquences humanitaires de la crise migratoire (Guatemala, Panama) et climatique. Pour une gestion de risque plus efficace et coordonnée, l’aide humanitaire vise à appuyer l’élaboration et la mise en œuvre de normes, de stratégies et de plans locaux, nationaux et régionaux d’adaptation au changement climatique et de réduction des risques de catastrophe, conformément à l’Accord de Paris (sur le climat) et au Cadre d’action de Sendai (pour la réduction des risques de catastrophe). Par ailleurs, suite aux conséquences désastreuses de la forte augmentation des mouvements migratoires dans la région, l'aide humanitaire soutient des organisations locales pour la mise en place d'une aide d'urgence aux migrant/es.

En outre, la Suisse met régulièrement des experts et expertes du Corps suisse d’aide humanitaire (CSA) à la disposition des organisations onusiennes compétentes dans la région.

Égalité des genres, gouvernance, gestion des risques

L’égalité des genres est un facteur essentiel du développement durable. Dans ses programmes en Amérique centrale, la Suisse soutient un accès équitable aux ressources et aux connaissances et encourage une participation équilibrée des femmes et des hommes aux processus décisionnels, tout en contribuant à la transformation des stéréotypes de genre.

De même, la Suisse se concentre sur la promotion d'une gouvernance inclusive afin de contribuer à une culture de paix. Le renforcement des institutions démocratiques est une priorité de ses programmes, indépendamment de leur orientation thématique. Dans la perspective du désengagement de la coopération bilatérale, le renforcement des processus participatifs revêt une importance particulière et notamment le contrôle social exercé par la société civile sur les politiques publiques.

Compte tenu de la vulnérabilité de la région au changement climatique, la gestion des risques de catastrophes contribue à améliorer la résilience des populations locales.

En Amérique centrale, la Suisse adopte des approches visant à assurer l’efficacité et la durabilité de son action, en vue notamment d’un désengagement progressif et responsable de la coopération bilatérale de la région. En particulier, elle concentre son action sur un territoire délimité, focalise sur les causes premières de la pauvreté (out of fragility) et adopte l’approche psychosociale en tenant compte de l’impact psychologique sur les comportements sociaux de manière transversale.

La Suisse base son action sur une approche multi-acteurs. Malgré des conditions parfois difficiles, elle poursuit activement le dialogue avec les institutions étatiques, de même que le monde académique et la société civile. Dans l'esprit des objectifs de développement durable, les alliances avec les partenaires internationaux et les organisations multilatérales sont favorisées afin de tirer parti de l'effet de levier des fonds destinés aux programmes de coopération.

The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.


Strengthening Systems to Combat Corruption and Impunity in Central America

The program contributes to the reduction of corruption and impunity in the Northern Triangle of Central America, strengthens the anticorruption investigative and criminal prosecution capacities of the specialized units of the Public Prosecutors and reinforces the political lobbying of civil society organizations to promote institutional reforms.

With a multi-year contribution to the Geneva-based Office of the High Commissioner for Human Rights, focussing on selected geographic and thematic priorities, SDC will support this organisation to better play its key role in integrating human rights in sustainable development.


Supporting Civil Society Organizations in Nicaragua

A vibrant and resilient civil society is key to conflict transformation and restoring democracy in Nicaragua. Switzerland thus contributes to protecting the spaces and voices of civil society, and strengthens its capacity to generate reform proposals, promote an informed citizenship and stimulate a culture of peace. It does so by supporting four leading thinks tanks and academic institutes, and by contributing to a multi-donor basket fund designed to foster a civil society response to the socio-political crisis and to provide a platform for aid coordination. 


Strengthening Democracy, Human Rights and the Rule of Law in Nicaragua

The present proposal reaffirms Switzerland’s commitment to foster democracy, protect human rights and restore the Rule of Law in a fragile environment in Nicaragua. As a pillar of its exit strategy towards 2024, SDC supports and strengthens links between national and international human rights mechanisms in a WOGA approach together with the FDFA’s Political Directorate and the Embassies in the US and Costa Rica. SDC continues the dialogue with the government by offering training and advice on conflict transformation and dealing with the past.

Actors in the Central American cocoa value chain improve their productivity, establish public-private alliances, respect economic, social and cultural rights, and reduce their environmental impact. Thanks to the program 4,500 producer families will increase their net annual income by at least 10%, while 4,000 young adults and 2,000 women gain access to sustainable jobs. This will boost the local economy in the poor and peripheral areas in which cocoa is grown.

Innovation and dissemination of technologies for adaptation of agriculture to climate change – AGRIADAPTA

10'000 families in 19 municipalities of the country improve their food security and their situation of poverty by practising sustainable and climate-smart agriculture. The Project will provide resources so that small-hold farmers in environmentally degraded dry areas affected by climate change and variability develop capacities, exchange knowledge and apply technologies for climate change adaptation.


Territorial Economic Development Programme – PRODET

While the Las Segovias region has been marked by high levels of poverty, it is also characterised by its potential for economic development, albeit with only limited manufacturing activities. The programme will promote territorial economic development in ten municipalities and will contribute to benefit over 5000 microenterprises – owned mainly by women – and members of cooperatives from an increase in income by adding value to their products and through better sales due to improved access to markets.


Technical Assistance Medium Term Expenditure Framework, Phase III

01.02.2013 - 31.12.2016

The third phase of the MTEF program has two main objectives. First, it aims to meet the demands of the Nicaraguan authorities to strengthen their Medium Term Expenditure Framework (MTEF), and draw on the recommendations laid in the final external review and thus amplify the scope of the Nicaraguan MTEF model and allow the MTEF become a more useful policy making tool. Secondly, the project has a regional component, that focus on the needs of central american countries in this area, so as to contribute to the dissemination of MTEF systems, while learning and adopting the Nicaraguan good practices in the subject.

Citizen Security

The program supports the Security Ministry and the National Police of Honduras in professionalizing institutional processes with a focus on human rights and gender as well as on community policing. In the Gulf of Fonseca and La Mosquitia, the program consolidates local coordination mechanisms for violence prevention involving justice and security sector actors, local governments and civil society. During the exit phase, the aim is to institutionalize the achieved results.


Contribution to the country office of UN Human Rights in Honduras (United Nations High Commissioner for Human Rights)

UN Human Rights has established itself as the principal point of reference for critically positioning human rights in the public and political agenda of Honduras. It will continue to strive to provide protection of individuals and communities whose rights are at risk or denied, while also working to further develop institutions, laws and policies that effectively protect human rights. This will contribute to rule of law and providing the necessary framework for equitable and sustainable development.


Territorial Inclusive Economic Development in the Mosquitia region, department of Gracias a Dios

The Honduran Mosquitia is one of the poorest and most conflict-ridden region in the country. With the program, Switzerland promotes income for the indigenous population, improves food security and thus contributes to reducing migration and improving regional stability. In cooperation with the private sector the program generates 1000 net new jobs, seeks to increment the income of 1700 families by 5% per year (USD 360/year in 2020), and promotes an increase in public investment in the territory by at least 10% per year. 


Territorial water governance in the Gulf of Fonseca Region - phase II

The Program facilitates the empowerment of the Watershed Councils of the Nacaome, Choluteca and Sampile rivers in the Gulf of Fonseca Region in terms of their leadership and sustainable and participatory management of the water governance system. This contributes to collaborative processes and investments in the frame of the formulation and implementation of watershed plans, indirectly benefiting 500,000 inhabitants.
