Jordan UNDP: Enhancing Country Resilience and Improving Disaster Risk and Crisis Management in Jordan


The project addresses Jordan’s urgent systemic needs in the field of disaster risk governance and management. It emphasises managing emerging risks as well as enhancing the country's resilience with a particular focus on reducing human causalities and economic losses to a maximum by clarifying roles and strengthening institutional capacities.

Contexte Jordan is exposed to different types of hazards that endanger its development. The disaster risk management system is centralized, fragmented and non-harmonized. It lacks agreed legal references and methodologies. The distinct responsibilities of the main stakeholders are not clearly defined. The same is true for the delegation of authority in times of crises. This leads to a dispersal of efforts and the loss of coordination, especially when the responsibility for dealing with a specific risk falls within the scope of more than one organisation or sector. The newly updated National Natural Disaster Risk Reduction Strategy highlights these challenges and calls for an adaptation of the system and capacity building of those in charge. It furthermore calls on the stakeholders to identify their own role in disaster risk management as part of their planning processes.
Objectifs The overall objective is to contribute to improving Jordan's resilience to natural hazard related disasters by building the capacity of stakeholders and institutions involved, improving management procedures and coordination mechanisms, and systematically integrating DRR into national development strategies.
Groupes cibles

Direct beneficiaries: Disaster risk management system including National Centre for Security and crisis management (NCSCM), Ministry of Local Administration (MoLA), Ministry of Interior (MoI).

Indirect beneficiaries: the general population in Jordan including the most vulnerable people who will benefit from more risk-based decisions and a functioning disaster risk management system and consequently safer and more resilient living conditions.

Effets à moyen terme

Outcome 1: Stakeholders are aware of the major risks the country is exposed to and of the potential actions to reduce these risks.

Outcome 2: Selected stakeholders apply DRR measures and approaches in their fields and sectors according to their responsibility.

Outcome 3: Decision makers have the tools and knowledge to take risk-informed decisions related to the development assets under their responsibility based on the integration of the risk in the planning processes.

Outcome 4: Municipalities and local actors are empowered to take over responsibilities to manage disaster risks.

Outcome 5: DRR implementation in pilot areas.

Résultats

Principaux résultats attendus:  

  1. Improved, updated and commonly agreed risk register at country level
  2. INFORM Index for risk management is updated
  3. Resilience capacity of selected local and national entities is assessed
  4. Generic risk management guidelines are available
  5. Municipal mechanisms are in place to cope adequately with disasters
  6. Two sub-national disaster risk management centres are established
  7. Complementary disaster risk reduction hard measure/ pilot project implemented

Coordination avec d'autres projets et acteurs It is in line with the Jordan National Strategy for Disaster Risk Reduction and coordinated with all stakeholders. With the portfolio it complements the National Flood Mapping Programme.
