Contexte | In spite of an average annual economic growth rate (between 3% and 8%) in the past 30 years, poverty has increased in Mozambique, with striking urban-rural and regional disparities. The main external factors (i) rapid population growth with rates of 2.8% yearly, (ii) recurrent extreme weather events, (iii) prevalence of violent conflicts in specific regions, (iv) debt crisis, and (vi) pandemic, have been amplified by the inability of the state to effectively pursue an inclusive development model. The government has limited capacity and/or political will for effective evidence-based policy making and to attract and retain highly qualified staff. Mozambique needs to embark in policies that guide towards a broad-based structural transformation of the economy in a way that generates more jobs and income in order to tackle widespread poverty and inequalities, which are the underlying causes of the current post-election crisis. This constitutes an excellent opportunity for Switzerland to contribute to the design of a more redistributive economic system that will benefit the desperate population, especially the youth labour force, that has been disrupting the country for the past few months, and align at the same time with the newly elected President declared intentions. |
