Strengthening the capacities of the Venezuelan Red Cross (VRC) in the restructuring process

The IFRC's intervention aims to support the process of the restructuring of the Venezuelan Red Cross through technical assistance and training for responsibles, staff and volunteers, ensuring the appropriate updating of the normative and legal framework, and the participatory and transparent election of the governing bodies od the VRC. The intervention also seeks to strengthen the capacity of the volunteer movement and its branches in Venezuela, in order to ensure the continuity of the activities of the National Society. It is requested to provide a contribution of 54% to the IFRC (international multilateral organization) for the restructuring of the VRC (local organization). The other 46% are covered by contributions from other RC/RC Movement partners (see list below and chapter 6).

Contexte

The VRC it is currently undergoing a process of transition and restructuring since August 2023, as a result of Supreme court Decree No. 1.057 of 4 August 2023, which requires an in-depth reorganization.

An Ad-Hoc Restructuring Board has been appointed to carry out this process that, beside to uphold the integrity of the VRC (protection and safty of its volunteers), has three main objectives:

i) Update the statutes of the Venezuelan Red Cross
ii) Holding elections within a twelve-month period
iii) Ensuring continuity and quality of the services through institutional strengthening (volunteer management, finance managment, communication). To this end, the IFRC has provided technical support to design initial work-plans and guide the processes to be implemented in order to achieve the above-mentioned objectives.

For this reason, and in line with the IFRC's official mandate, it is necessary to provide technical assistance in this transitional and organisational process to strengthen and ensure the continuity of the services provided by the VRC to the most vulnerable populations, as well as to build the foundations for the new Governance structure of National Society. The support for the development and strengthening of the Venezuelan Red Cross will focus on the needs and priorities identified in the National Strategic Plan 2021-2026 and the newly established strategic plan for the restructuring 2023-2024. 

Objectifs Support a transparent restructuring process, implemented in collaboration with partners and allies of the Venezuelan Red Cross, based on the needs of staff and volunteers, to ensure the continuity of its servicers and activites.
Groupes cibles

Direct beneficiaries of SDC: A total of 5.548 beneficiaries (4.148 volunteers and 1.400 employees of the Venezuelan Red Cross).

Indirect beneficiaries of SDC: The information on indirect beneficiaries will be discussed and updated together with the IFRC and VRC in the ongoing restructuring process. It will consider those people being assisted and supported with ongoing VRC services and projects.

Effets à moyen terme

Outcome 1: The Venezuelan Red Cross has a renewed and updated legal and regulatory framework in place. Governing bodies and their representatives are strengthened.

Outcome 2: The capacities of the Venezuelan Red Cross have been reinforced through institutional strengthening processes that guarantee the continuity of its services and activities in line with the RC/RC principles (independence, impartiality, neutrality, humanity, unity, voluntary services and universality).

Outcome 1

Output 1: The Statutes of the Venezuelan Red Cross (VRC) have been revised, updated and presented for approval.

Output 2: The governing bodies of the VRC are democratically and transparently elected.

Output 3: A draft Red Cross law in Venezuela is outlined and the the political consultation process defined.

Outcome 2

Output 4: The Venezuelan Red Cross has a volunteer’s management system in place that guarantees their protection and integrity.

Output 5: Strengthening the structures and processes for the development of the National Society.

Coordination avec d'autres projets et acteurs This project consist in a single phase of 13 months to the IFRC for the restructuring and development of the Venezuelan Red Cross National Society (VRC). It consists of a contribution to the IFRC for assisting the VRC in the restructuring and development strengthening process. The IFRC has the statutory task to support National Societies in their development and services. Other Red Cross-Red Crescent (RC/RC) Movement actors and international donors are also involved in the restructuring of the VRC. In the case of Venezuela: IFRC, ICRC, German, Canadian, Dutch, Norwegian, Argentinean, Mexican, Colombian and Honduras Red Cross Societies are significantly involved. The official extent of their involvement and contributions is unknown at the time of preparing this credit proposal.
