Soutien aux activités d’INSO au Sahel

Switzerland will support the activities of INSO in the Sahel Region for the coming 4 years. By doing so, Switzerland caters to the safety and security of its implementing agencies, international and African alike, in Mali, Burkina Faso, Niger and Chad. This will allow SDC to fulfill its mandate of operating in fragile contexts, keeping-up with the principles of “staying engaged” and respecting humanitarian principles. Benefitting organisations will be able to increase their conflict-sensitivity both while in the field and when devising new programmes.

Contexte Countries in the Sahel region are facing a growing instability and security challenge ever since the 2009 Boko Haram insurgency, the civil war in Libya which started in 2011 and the 2012 coup in Mali. It is characterized by asymmetrical attacks from violent armed groups. Despite the deteriorating security environment, Switzerland has decided to keep its commitments to the local population and their respective governments. Confronted with rising security risks in complex environments, - which pose a real threat for its implementing partners, - the setting-up of an adequate security mechanism represents a real challenge for all actors in the field.
Objectifs The main purpose of the project is to assist humanitarian and aid organisations in fulfilling their own mandates through the provision of essential safety cooperation, information, security reports, briefing orientation, advisory services and crisis management assistance. INSO will achieve this by providing NGO safety platforms in Mali (established since 2013) and Burkina Faso (in development in 2018). These two platforms will operate under a joint management structure, which will also include a regional monitoring capacity as of year 2.
Groupes cibles Membership criteria are strict and limited to non-governmental organisations. Donor organisations may be included for the purpose of monitoring and recognition of their role in humanitarian coordination in the field (for ex. Humanitarian donors involved with HCTs). Access to INSO services is also open to UNDSS and UNOCHA on reciprocity basis, due to their involvement in humanitarian and safety coordination.

Résultats

Principaux résultats attendus:  

Indicator 1: The number of NGO field safety platforms operated by INSO in Mali, Burkina Faso, Niger and Chad (either full platforms or monitoring).

Indicator 2: The total number of NGOs registered with INSO for services in these countries.

Indicator 3: The average NGO satisfaction rating of INSO services.

Indicator 4: The % of all respondents agreeing that INSO services help them deliver aid more safely.


Principaux résultats antérieurs:   L’AH a contribué à INSO Mali en 2017. La principale leçon apprise est que le rôle d’INSO spécialisé dans le domaine sécuritaire et comme fournisseur de plateforme de sécurité des ONG au Mali demeure essentiel pour la prestation des services humanitaires et de développement. La participation des ONG a doublé en 2 ans au Mali.
