BACKUP Health Technical support for Global Fund country partners
Switzerland supports The Global Fund to fight AIDS, Tuberculosis and Malaria with 64 million CHF for three years (2020-2022). As the Fund is a global financing mechanism without country presence that provides grants to recipient countries. The BACKUP Health initiative strives to strengthen governments and other national stakeholders in such way that they embed Global Fund grant proposals in broader health sector priorities.

| Contexte | Since 2002, a large group of public and private donors has been channeling a big share of the foreign aid funding dedicated to fight AIDS Tuberculosis and Malaria worldwide through The Global Fund. This Swiss Foundation with headquarter in Geneva does not have permanent representations in the countries where it invests. Grant implementation is ensured by recipient Governments, civil society, multilateral and private partners that are represented in a coordination and governance platform called the Country Coordinating Mechanism (CCM). Despite support to improve the functioning of the CCMs, The Global Fund and other global financing mechanisms and their respective partner countries continue to have difficulties in harmonizing allocations for specific disease control measures with national priorities for the development of their health systems. |
| Objectifs |
To better align the global financing mechanisms and their country support grants with national health sector strategies, BACKUP intends to strengthen CCMs and other national platforms in such way that governments and civil society organisations use future grants from global financing mechanisms more strategically and efficiently for strengthening national health systems As a result, more people will have access to integrated basic health services that include services for HIV, TB and malaria. More integrated services may also take some work burden away from healthcare providers and health system managers. |
| Groupes cibles | The ultimate beneficiaries are the populations of the partner countries that use health services, with a special focus on the needs of key groups that are exposed to an increased risk of disease or for whom there are barriers to access health services (including young women, young people, sexual minorities). |

BACKUP overall objective of a stronger integration of global health financing with national health sector strategies is essential to achieve these goals: A. improving capacities of governmental and civil society organisations in selected countries to use global health financing to strengthen health systems B. Use principles underlying CCMs in the GF framework (e.g. multi-stakeholder platforms, governance and accountability as well as participatory management) as a model to achieve more harmonised and sustainable health sector governance. |
| Résultats |
Principaux résultats attendus: - Management of programmes financed by GF or other global financing mechanisms are coordinated based on national strategies - Institutions have improved their capacity to set priorities for health systems strengthening in the context of global health financing. Principaux résultats antérieurs: Since 2002, BACKUP Health has helped implement over 600 interventions to support government and civil society partners in around 90 countries. In the project period from October 2015, governmental and civil society partners were able to apply for longer-term projects (project modes) as well as short-term expert support (consultancy modes) in the three intervention areas (with a focus on strengthening CCM for SDC funding) and as flexible support (consultancy mode - flexible support). A total of 84 bilateral measures are being implemented or have already been completed in 26 countries. |
