OCHA Myanmar Humanitarian Fund (MHF)


With this contribution, Switzerland helps to ensure that crisis-affected/vulnerable women, men and children receive timely, targeted and life-saving assistance. The number of persons in need of immediate humanitarian relief assistance has been growing rapidly in Myanmar. The Myanmar Humanitarian Fund strives to rapidly respond to those new emergency needs, thanks to a good global overview of the needs and a logic of accessing hard to reach areas and neglected zones.

Contesto With the military coup of Feb. 2021 the already deteriorated socio-economic situation caused by the Covid-pandemic worsened further. A large part of the population adheres to the Civil Disobedience Movement (CDM) since the coup. In parallel, the Tatmadaw (military), old and new Armed Ethnic Organisations (EAO) and many newly founded factions of a People’s Defence Force (PDF) stepped up operations and attacks in all regions of the country, further exacerbating the humanitarian situation and reversing development gains. As of April 2022 there are a total of 912,700 IDPs in Myanmar, of which 566,000 since the coup. Overall vulnerability has increased, almost half the population is now considered poor and the Humanitarian Needs Overview (HNO) predictions for 2022 are of 13.9m people in need, 35% of which children. Fundamental rights are disregarded, the rule of law is undermined and impunity reigns. These issues come on top of Myanmar being one of the countries at highest risk of natural disasters in South East Asia.

Effetti a medio termine

Based on the Humanitarian Response Plan objectives:

  • Lives are saved and the overall health and mental and physical well-being of people affected by conflict and natural disaster is improved through timely and integrated assistance
  • Living standards of vulnerable people of all genders and diversities are improved and their resilience is strengthened
  • Protection risks are mitigated, protection needs are monitored and met, and respect for international humanitarian law (IHL) is promoted

  • Address acute unmet emergency needs
  • Fill highest priority gaps in protracted crisis response
  • Prevent a worsening of the situation and increased vulnerability and finally
  • Respond to new emergencies or sudden-onset disasters


Risultati fasi precedenti:  

In 2021 the MHF supported 1.1 million persons with 20.9 million US$. The funds were allocated to 45 projects through 31 partners (51% NGOs, 48% INGOs, 1% UN), in majority for Health Care, WASH, food security, Protection, Shelter and Education.

The national partners and INGOs have been increasing over the last years to 31 partners from 26 in 2019.

The allocations went up from 16.2 million in 2019 to 20.9 million in 2021. MHF proved to have a large absorption capacity.
