Le catastrofi naturali colpiscono sia i Paesi ricchi sia quelli poveri, ma le loro ripercussioni sono molto più drammatiche nei Paesi del Sud del mondo. Un sisma, un ciclone, inondazioni o un periodo di siccità possono distruggere gli sforzi di sviluppo intrapresi da decenni. La DSC s’impegna a ridurre i rischi di catastrofe non solo per salvare vite umane, ma anche per garantire la sostenibilità e durata dello sviluppo socio-economico dei Paesi interessati.

Nella linea di mira della DSC

La riduzione del rischio di catastrofi (RRC) occupa un posto centrale in tutti i programmi della DSC. Questo approccio preventivo è indispensabile in tutti i Paesi esposti a rischi elevati di catastrofi naturali. L’obiettivo è proteggere la popolazione e salvaguardare i progressi fatti sul piano dello sviluppo. 

Le attività di RRC si concentrano sia sulle catastrofi improvvise (inondazioni, sismi) sia su quelle a sviluppo più lento (siccità). La RRC si concretizza in misure adottate prima, durante e dopo una catastrofe. Implica un impegno a lungo termine con l’obiettivo di rafforzare le istituzioni, le risorse umane e le infrastrutture dei Paesi partner interessati e costituisce un processo integrato che ingloba considerazioni sia scientifiche e tecniche sia socio-politiche.

La DSC promuove un approccio integrato nella gestione del rischio di catastrofi, articolata attorno alle sequenze classiche di una crisi.

  1. Prevenzione: ridurre i rischi esistenti e prevenire lo sviluppo di nuovi rischi per mezzo di misure preventive e di pianificazione.
  2. Gestione: ridurre l’impatto di una catastrofe preparando e formando squadre di salvataggio.
  3. Ripristino: ridurre il rischio di danni futuri promuovendo modelli di ricostruzione adeguati.

Le misure preventive possono assumere forme molto diverse, dal rimboschimento dei bacini idrografici soggetti a frane all’elaborazione di una cartografia delle foreste, senza dimenticare le scuole resistenti ai sismi costruite ad Haiti. La formazione e la preparazione dei soccorritori permettono di salvare vite umane e, quindi, di limitare l’impatto di una catastrofe.

A livello internazionale la DSC mette anche in evidenza i risultati delle esperienze fatte nei Paesi in cui opera. Nell’elaborazione del quadro d’azione di Sendai ha svolto pertanto un ruolo di primo piano. Collabora anche con organizzazioni internazionali come il Fondo di finanziamento globale per la riduzione delle catastrofi e la ripresa (Global Facility for Disaster Reduction and Recovery, GFDRR) e l’Ufficio delle Nazioni Unite per la riduzione dei disastri (UNISDR).

Contesto

Adottato nel marzo 2015, il quadro d’azione di Sendai per la riduzione del rischio di disastri definisce le priorità della comunità internazionale in materia di prevenzione delle catastrofi per il periodo 2015-2030. Ha sostituito il quadro d’azione di Hyogo, che copriva il decennio 2005-2015, attualizzando la nozione di catastrofe. Il nuovo quadro si applica alle catastrofi su piccola e vasta scala, frequenti o rare, immediate o a sviluppo più lento, causate da rischi naturali o dall’uomo, o legate a pericoli e rischi ambientali, tecnologici e biologici. Invita anche a rafforzare la governance dei rischi di catastrofe, in particolare delle piattaforme nazionali.

La RRC riguarda tutti i settori della società. Soltanto gli sforzi comuni di autorità nazioni e locali, del settore privato (in particolare le assicurazioni), della società civile, delle organizzazioni internazionali e dell’opinione pubblica possono renderla efficace.

In materia di RRC, la Svizzera è un attore riconosciuto a livello mondiale. A livello svizzero, la DSC lavora con altre unità della Confederazione per trasferire queste competenze ai Paesi in cui opera. Collabora in particolare con l’Ufficio federale dell’ambiente (UFAM), l’Ufficio federale della protezione della popolazione (UFPP) e la Segreteria di Stato dell’economia (SECO), oltre che con le ONG, vari rappresentanti del settore privato, il mondo universitario e la piattaforma nazionale «Pericoli naturali».

Più che un tema prioritario, la RRC è una metodologia di lavoro per la DSC. Nei Paesi a rischio, ogni progetto viene valutato per determinare il suo grado di esposizione a possibili catastrofi e le attività sono pianificate per contribuire alla riduzione dei rischi identificati. A questo scopo la DSC ha creato il CEDRIG Online Tool (Climate, Environment and Disaster Risk Reduction Integration Guidance). Rivolto a tutti gli specialisti nel campo dello sviluppo e dell’aiuto umanitario, questo strumento online permette di integrare i rischi legati ai pericoli naturali, al cambiamento climatico e al degrado ambientale nella pianificazione dei progetti.

The Office of Emergency Programmes (EMOPS) ensures that the United Nations Children’s Fund’s (UNICEF) role in complex emergencies is clearly defined, the organization properly equipped and prepared to deliver its mandate to support the needs of children. SDC’s support to EMOPS in Geneva enables UNICEF to lead inter-agency humanitarian coordination, response and standard setting in Water and Sanitation (WASH), Education, Nutrition and Child Protection.


SUD, OCHA: Sudan Humanitarian Fund 2024

The SHF is a country-based pooled fund that contributes to saving lives and protecting people in need by strengthening a coordinated and principled humanitarian response. It enables humanitarian actors to respond early and fast to humanitarian needs set out in the Humanitarian Response Plan (HRP) and to critical emergencies. All interventions are in line with the Minimum Operating Standards approved by the Humanitarian Country Team.


SDC Contribution to the 34th International Conference of the Red Cross and Red Crescent Movement

Yearly Contribution to the UN Central Emergency Response Fund (CERF) 2024

Established in 2005 as the UN’s global emergency response fund, the Central Emergency Response Fund (CERF) – managed and administered by OCHA – pools contributions from funding partners around the world into a single global fund to enable more timely and reliable humanitarian assistance to those affected by natural disasters and armed conflicts. It is often the first funding source in new and rapidly escalating emergencies, and one of the few funding sources in underfunded emergencies.


Additional Allocation of SDC Funding (Sub-Saharan Africa Division) in 2024 to ICRC Operations in DRC

The Fund operates within the parameters of the Humanitarian Response Plan (HRP), with the objective of expanding the delivery of humanitarian assistance by focusing on critical priorities and needs.

Morocco, SET Earthquake September 2023

Following a severe earthquake near Marrakech of a magnitude of 6.8 which caused over 2’000 casualties, numerous injured as well as tremendous destruction, humanitarian assistance will be provided to the affected population under the form of 1) deployment of a “SofortEinsatzTeam / SET”; 2) in-kind donations. Decisions on optimum use of funds will be taken by the Crisis Cell led by the HA delegate in close coordination with desk and CH representation in the country.


Mozambique Humanitarian Aid UNICEF WASH Preparedness 2023

Through UNICEF country program support, Switzerland contributes to integrated climate resilience, disaster risk reduction and preparedness in the WASH sector for communities at risk of cyclonic events. The program focuses on communities facing the triple risk of lacking access to WASH while being exposed to climate-related and health-related hazards. In addition, UNICEF program will respond to specific gaps in the emergency response at national and sub-national levels and prepare the WASH sector for a joint and systematic approach to climate change. 


Integrated assistance to the vulnerable population affected by migration in Venezuela, Colombia, Ecuador and Peru

The humanitarian situation in Venezuela continues to be critical, as well as the migration crisis of Venezuelans in the region, with more than 7 million Venezuelans abroad. High rates of cross-border mobility are registered with pendular migrants, travellers, returnees and unaccompanied minors. In this project, CISP will provide comprehensive assistance to vulnerable people in Venezuela, Colombia, Ecuador and also Peru with a special focus on protection, WASH, health and livelihoods. 


Cameroun Sécurisation de l’hôpital Helvétique de Mada

Depuis 2014, l’Extrême-Nord du Cameroun connaît un conflit armé, qui oppose les pays du bassin du lac Tchad aux Groupes Armés Non-Etatiques. L'hôpital Helvétique de Mada est un des rares infrastructures qui est encore capable s'offrir des services médicaux dans cette région. Le projet pour la sécurisation permet à l'hôpital de continuer son travail, même dans des conditions difficiles.

Greece: SET Forst fires, August 2023

29.08.2023 - 30.09.2023

Due to the devastating forest fires in several parts of Greece and resulting needs for international response the Greek authorities accepted the offer for assistance submitted by Switzerland. Based on the agreement between SDC/H and the Swiss Armed Forces (ADRIANA) a joint deployment (SDC/Swiss Armed Forces) with two Superpuma helicopters (Swiss Air Force) and respective staff members is planned to support the Greek responders to limit damage of nature and infrastructure by dropping water on the burning areas and in particular to protect and support the affected population. A similar deployment took place in August 2021.
