Part I: Evaluation – To what End? Foundations and principles of evaluation: The aim of this publication is to provide all individuals responsible for international development programmes and projects with a practical, immediately applicable and easy to understand tool. Hence «External Evaluation - Are we doing the right things? Are we doing things right?» is a working instrument devised by the SDC for Planning, Evaluation, Monitoring and Transference into Action (PEMT) to replace the earlier manual entitled «External Evaluation of Development Projects», published in 1990.
