Human rights – the bedrock of our society

In Geneva this Monday, the United Nations Human Rights Council (HRC) has begun its 58th session with Switzerland back in the Council, and chaired for the first time by a Swiss diplomat. During the high-level segment, opened by the head of the FDFA, Federal Councillor Ignazio Cassis, and UN Secretary-General Antonio Guterres, the head of Swiss diplomacy urged states to act with unity and determination to ensure respect for human rights, eighty years after the creation of the United Nations.

Speaking before the gathering of ministers and dignitaries from around the world, Mr Cassis spoke of a ‘suffering planet’ marked by ‘geopolitics of the unpredictable’, where democratic space is shrinking and humanitarian crises are multiplying. "Now is not the time for division, however, but for concerted action to defend the principles that guarantee peace and stability," said Cassis, convinced that "here in Geneva we have the responsibility and the means to act."

Respect for human rights in Switzerland's interests

Switzerland advocates effective, targeted multilateralism rooted in the principle of subsidiarity.  Thus, it is concerned by the decision of certain states to withdraw from the work of the HRC. "Human rights are everyone's concern. Each member of the United Nations must assume its responsibilities in this regard," Ignazio Cassis reminded the audience.

A stable world based on the rule of law is fundamental to the prosperity of our country, which has an economic model based on export and free trade. Switzerland's multilateral action falls within this framework and is a logical continuation of its engagement in the UN Security Council over the past two years. "Throughout our term of office, we consistently highlighted the importance of international humanitarian law and fundamental rights as pillars of peace and security," said Cassis, going on to affirm that Switzerland will continue to act in that same spirit when it chairs the OSCE in 2026.

In 2025, the presidency of the HRC will be held for the first time by a Swiss diplomat – Ambassador Jürg Lauber. Although elected ad personam, Mr Lauber is a strong proponent of Switzerland's commitment to human rights and multilateral dialogue. Mr Cassis thanked the UN member states for the trust they have placed in our country, while underscoring the great responsibility that the HRC presidency entails.

Swiss priorities

Switzerland returns as a member of the HRC for the term 2025–27. During these three years, the emphasis will be on the traditional priorities of human rights diplomacy, such as freedom of expression, the rights of minorities and vulnerable groups, the abolition of the death penalty, the prevention of and fight against torture, and women's rights.

Faced with the challenges of financing international bodies, Switzerland will also endeavour to make working methods at the HRC more efficient, to promote strong and effective multilateralism.
