This marks the start for the third Programme funded from the second Swiss Contribution to selected EU members through the Swiss-Bulgarian Cooperation Programme. It reflects the importance of applying a more holistic approach to public safety and security in Bulgaria by strengthening institutional capacities and piloting good international practices.
The Programme comprises two components: The “Public safety and security through community policing” component aims at piloting a community policing approach in the municipalities of Pernik, Montana and Pazardjik based on a thorough assessment of the Bulgarian situation and good international practices, and increasing the capacity of the police authorities in these pilot regions.
The “Improving child protection and prevention of juvenile delinquency” component targets making Bulgarian children and youth more informed about risky behaviour and empowering them to grow up safer and more secure, and to strengthen the capacity for dealing with juvenile delinquency and protection of its victims.
The overall Programme budget is nearly 4.7 million Swiss francs with a Swiss contribution of 85% (4 million Swiss francs), and will run from 30 October 2024 until 29 June 2029. It will be managed by the International Projects’ Directorate within the Bulgarian Ministry of Interior as a Programme Operator and the National Police General Directorate as the Programme Components Operator. The Swiss Federal Office of Police fedpol and Child rights Institute in Switzerland will contribute to the Programme by sharing their good practices and experience.
