This contribution is a contribution to the Sudan Regional Refugee Response Plan established in June 2023 in the aftermath of the outbreak of conflict in Sudan in April 2023. UNHCR’s emergency response focuses on supporting the Government of Chad to ensure access to territory to the people fleeing violence in Sudan, on providing protection and multisectorial assistance and on relocating refugees to existing camps and creating new camps at the request of the Government.

Contexte The outbreak of the violent fighting in Sudan in April 2023 has forced thousands of families to flee their homes. The new arrivals are coming from Darfur, one of the regions in Sudan that has been most affected by the violence. UNHCR has registered 192'500 new refugees arriving from Sudan (by July 3rd 2023), while the estimated number is amounting to already 230'000 refugees and 38'000 Chadian returnees, seeking safety in eastern Chad (in Ouaddaï, Sila, and Wadi Fira provinces). It is anticipated, that at least 250'000 refugees might arrive until the end of 2023. This number adds to the already hosted 410'100 Sudanese refugees, adding to the 175'000 refugees from other countries already residing in Chad and the more than 490'000 Chadians being IDPs or returnees from other countries. 
Objectifs To provide a protection-centred response to the pressing needs of new arrivals, partners work to address short-term priorities in areas of first arrival, while urgently preparing to relocate arrivals to new or existing camps as soon as possible. The emergency response includes protection activities such as physical count and identification of persons with urgent specific needs through registration activities, as well as border and protection monitoring.
